Soon after taking charge he paid tribute to personnel who made the supreme sacrifice in service of the nation. He laid a wreath at the National War Memorial in New Delhi and reaffirmed his commitment to national service.
An alumnus of the National Defence Academy, Pune, Kochhar joined the Indian Navy on July 1, 1988. A specialist in Gunnery and Missile Systems, he has served in a wide range of command, operational and staff appointments throughout his career.
From Warships to Aircraft Carrier Command
Kochhar has commanded several frontline naval platforms, including INS Nashak, INS Vibhuti and INS Kirpan. He also served as the commissioning Commanding Officer of the stealth frigate INS Trikand.
One of the defining chapters of his career came when he commanded the aircraft carrier INS Vikramaditya. During his tenure, the Navy integrated and operationalised the carrier’s air wing, strengthening India’s carrier-based combat capability.
His military education includes the Defence Services Staff College in Wellington, the Naval War College in Goa and the Royal College of Defence Studies in the United Kingdom.
At Naval Headquarters, he held several key appointments. These included Joint Director of Naval Plans, Director of Staff Requirements and Principal Director DSCT. In these roles, he contributed to capability development and long-term strategic planning.
Key Role During Operation Sindoor
After his promotion to flag rank in 2018, Kochhar served as Assistant Controller of Carrier Projects. He later became Assistant Controller of Warship Production and Acquisition, helping oversee important modernisation programmes.
In 2021, he took command of the Western Fleet, one of the Navy’s principal operational formations. He later served as Commandant of the National Defence Academy, where he helped improve training standards and upgrade infrastructure.
Kochhar assumed charge as Chief of Staff of the Western Naval Command on May 25, 2024. He stepped into the role during a challenging security environment in the Western Maritime Theatre.
He led the command’s response to conventional and non-traditional threats along the western seaboard. He also oversaw high-tempo naval operations during Operation Sindoor, helping maintain a high state of combat readiness.
Championing Joint Military Integration
Before becoming Vice Chief of the Naval Staff, Kochhar served as Commander-in-Chief of the Andaman and Nicobar Command. In that role, he strengthened coordination among the Army, Navy and Air Force. He also worked to deepen integration and jointness among the three services.
His distinguished service earned him some of the country’s highest peacetime military honours. He received the Ati Vishisht Seva Medal in 2022. In 2026, he was awarded the Param Vishisht Seva Medal for exceptional leadership and service of a very high order.
Beyond his military responsibilities, Kochhar is married to Reyman, an artist who has worked in advertising and education. The couple has two children. Their daughter, Sabah, works as a freelance journalist, while their son, Karan, is associated with a financial consultancy firm.
As he takes up the Navy’s second-highest appointment, Kochhar brings experience across frontline operations, force modernisation, military education and tri-service leadership. His elevation comes at a time when maritime security continues to occupy a central place in India’s national security strategy.
