Beyond bad weather: Why deadly helicopter crashes keep recurring in Uttarakhand

The Uttarakhand helicopter crash that killed six people has renewed concerns over aviation safety in the Himalayas. Repeated accidents, maintenance irregularities, commercial pressures and gaps in regulatory oversight raise questions about why preventive measures often follow tragedies.

New Delhi: Six people died when a privately operated helicopter crashed near Joshimath on Friday, renewing concerns over the safety of civilian helicopter operations in Uttarakhand’s Himalayas. The latest tragedy has brought recurring fatal accidents, operational risks and gaps in regulatory oversight back into focus, raising concerns about the effectiveness of preventive safety measures.

Trans Bharat Aviation’s AS350B3 helicopter, registration VT-HCX, was flying from Badrinath to Dehradun with five passengers and a pilot when it lost communication and tracking near Joshimath. The ministry of civil aviation recorded its departure at 1.14pm, while local police placed take-off at approximately 1.12pm and the loss of contact two minutes later.

Chamoli was under an orange alert for thunderstorms, hail and gusty winds. Investigators must examine weather information, the aircraft’s condition, maintenance records, the pilot’s duty history and final communications; no cause has yet been established.

A disturbing pattern of accidents

The figures reveal a concentration of risk. Of 12 helicopter accidents recorded nationally during 2020-25, seven occurred in Uttarakhand, accounting for 21 of 30 deaths, according to ministry of civil aviation figures presented in parliament.

In October 2022, an Aryan Aviation helicopter crashed near Kedarnath, killing seven. A moving tail rotor killed a state aviation official on the ground in April 2023, a different category of accident.

Six died in an AeroTrans Services crash near Gangnani in May 2025; another seven died in an Aryan Aviation crash near Gaurikund that June. A May 2025 air-ambulance landing damaged a helicopter’s tail boom, while a June take-off problem led to an emergency landing. Not every incident was a fatal crash or mechanical failure.

An AAIB final report issued on October 13 attributed the Gaurikund crash to rapidly descending clouds, limited hill-flying experience and the pilot’s failure to change course in time. It ruled out aircraft serviceability as a contributing factor and recommended 50 hours of supervised hill flying before pilots undertake solo operations in the valley.

Maintenance and commercial pressures

Yet maintenance oversight deserves independent scrutiny. After 2022 inspections, five Kedarnath operators were fined ₹5 lakh each over inaccurate flight-hour logbooks; officials at two other operators were suspended.

Audits disclosed to Parliament in August 2026 also identified weak pilot-duty monitoring and inconsistent procedures for closing maintenance work packages. These findings establish compliance concerns, not the cause of Friday’s crash.

Commercial incentives matter too. A short pilgrimage season concentrates demand into repeated trips through narrow valleys, where shifting clouds, turbulence and high-altitude performance limitations leave little margin for error. Pressure to preserve schedules is a risk regulator must control, not proof that any operator put revenue before safety.

During the first phase of the 2026 Char Dham season, authorities recorded about 400 helicopter movements daily and nearly 79,000 passengers. Pilots were required to have 750 hours of hill-flying experience, including 100 in the previous year; the government also introduced route checks, flight-duty monitoring and airworthiness inspections.

Regulatory gaps and accountability

A parliamentary committee had warned in August 2025 that previous safety responses were largely reactive. It questioned oversight shared between the DGCA, responsible for airworthiness and enforcement, and Uttarakhand Civil Aviation Development Authority (UCADA), which manages operator selection and schedules.

The Airports Authority of India provides designated air traffic services, while the India Meteorological Department supplies weather information. The committee also found just 553 of the DGCA’s 1,063 sanctioned posts filled.

Government intervention has been real: operators were suspended, flight density restricted and tracking and control rooms strengthened. Two Trans Bharat pilots had their licenses suspended for unsuitable-weather flying in June 2025, in a separate incident unrelated to Friday’s crash.

Prevention must replace reaction

Prevention requires routine independent maintenance audits, cross-checks of logged flying hours, enforceable pilot rest limits, supervised mountain flying, localized weather monitoring and recorded communications between pilots and control rooms. Helicopters are invaluable in remote Himalayan regions, but their usefulness cannot excuse a system that identifies avoidable risks only after lives are lost.
