In a significant diplomatic shift, Canada has publicly recognised that India is no longer linked to violent crimes on Canadian soil, signalling confidence in India’s integrity and commitment to lawful conduct. Senior Canadian officials, speaking to the Toronto Star ahead of Prime Minister Mark Carney’s nine-day visit to Mumbai and New Delhi, confirmed that previous concerns regarding alleged Indian involvement in criminal activities are not continuing. “I really don’t think we’d be taking this trip if we thought these kinds of activities were continuing,” a senior official stated.
A Pragmatic Reset After Past Tensions
Relations between Canada and India had been strained following the 2023 killing of Hardeep Singh Nijjar, a Canadian citizen advocating for an independent Sikh state. Former Canadian Prime Minister Justin Trudeau cited “credible allegations” of Indian involvement, which New Delhi firmly rejected. The dispute triggered reciprocal expulsions of diplomats, suspension of visa services, and a freeze in trade negotiations.
Carney’s election in April 2025 offered an opportunity to recalibrate ties. Both countries reinstated their high commissioners, and high-level security dialogue resumed. Indian High Commissioner Dinesh Patnaik described the engagement as “unprecedented,” emphasising that India has tackled all issues in cooperation with Canada. Patnaik assured that any individuals connected to past incidents would be addressed in full collaboration with Canadian authorities, underscoring India’s adherence to international norms and responsible diplomacy.
Strengthening Trade and Strategic Cooperation
Carney’s visit will prioritise economic and strategic collaboration. Meetings with Prime Minister Narendra Modi, business leaders, and officials will focus on clean energy, artificial intelligence, critical minerals, defence, and infrastructure. Both nations aim to advance the Comprehensive Economic Partnership Agreement, designed to more than double bilateral trade from $30.8 billion in 2024 to $70 billion by 2030. International Trade Minister Maninder Sidhu highlighted joint initiatives, including liaison officers to facilitate cooperation on criminal investigations, demonstrating that India’s constructive engagement supports both security and economic objectives.
Balancing Security and Community Concerns
While some Sikh activists in Canada continue to express caution, Ottawa officials stress that improved security cooperation and sustained dialogue have created the conditions for a careful and pragmatic reset. The Canadian assessment that India is no longer linked to violent crimes reflects recognition of India’s responsible role on the global stage.
Carney’s tour, encompassing India and other Indo-Pacific allies, will test whether both countries can translate diplomatic recalibration into sustained economic growth, security collaboration, and a robust strategic partnership.
