As Alberta Heads to Separation Vote, Ottawa Confronts at Home the Politics It Long Treated as Free Speech Abroad

As Alberta Heads to Separation Vote, Ottawa Confronts at Home the Politics It Long Treated as Free Speech Abroad

On Monday, Albertans vote on whether their province should begin the legal process toward a binding referendum on leaving Canada. The vote lands as Canada and India work to rebuild ties damaged by a three-year dispute over Sikh separatism, and Indian commentators are drawing a pointed parallel: a country that spent years defending separatist activity aimed at India now faces a secession debate of its own.

The Alberta vote

Albertans go to the polls on October 19. The referendum is non-binding, but it proposes a future binding vote on whether Alberta should secede. Premier Danielle Smith called the vote and supports remaining in Canada. Prime Minister Mark Carney has warned that it would start a “long and uncertain process” at a dangerous time for the country. He has described the exercise as a “dangerous bluff” if anyone thinks the result could be used as leverage, pointing to the lasting damage of Brexit, which he saw first-hand as governor of the Bank of England.

The movement has momentum. Its growth follows years of organising, and one of its leaders, Keith Wilson, argues the province needs leverage in its dealings with Ottawa. Separatist leaders had reportedly offered access to the province’s water and oil royalties in exchange for US support for independence. In Quebec, the sovereigntist Parti Québécois won 59 of 129 seats, short of a majority.

Claims that Canada is on the verge of breaking overstate the position. Polls suggest most Albertans oppose independence. Even a vote for separation in a future referendum would not automatically make Alberta independent. A petition to trigger a separation referendum was thrown out by a judge earlier this year over the failure to consult Indigenous communities, and Alberta is appealing. The federal government is also reviewing the question for compliance with the Clarity Act, the secession law passed after the 1995 Quebec referendum.

The India parallel

For years, New Delhi accused Canada of tolerating a movement that wants to carve a Sikh homeland out of India. Foreign Minister S. Jaishankar said in July 2023 that Canada’s handling of the issue was driven by vote bank politics. Canada is home to the largest Sikh community outside India, about 770,000 people, or 2.1 per cent of the population, and unofficial Khalistan referendums have been staged there. Ottawa’s line was that it supports a united India, while some Sikh Canadians defended the push as a peaceful movement for autonomy.

The dispute turned into a rupture after Hardeep Singh Nijjar was shot dead in Surrey in June 2023. Canada expelled India’s high commissioner in October 2024.

Canada’s change of tone

Ottawa’s position has shifted. A recent national security assessment acknowledged Sikh extremism as a threat while separating lawful advocacy for Khalistan from violent extremism. The same report also listed India among countries accused of foreign interference and espionage in Canada. Analysts quoted in the coverage described Khalistan as probably more of a Canadian national security problem than an Indian one.

Diplomacy has moved quickly. Security consultations between Canada’s David Morrison and India’s Ajit Doval took place on October 5-7. A fifth round of free trade talks was held in Ottawa on October 5-9, and Trade Minister Maninder Sidhu has brought nearly 300 business delegates to India this week. Modi and Carney spoke by phone on October 13 and reaffirmed their commitment to concluding a trade agreement, with an end-2026 target.

India’s position is also more precise than it was. High Commissioner Dinesh Patnaik said India has no objection to peaceful Khalistan advocacy provided it involves no violence or criminal activity, and called on Ottawa to separate political expression from extremism, citing terrorism, extortion and organised crime.

What the comparison shows

The two situations differ in important ways. Alberta’s grievance concerns energy, money and the federal relationship, and it is being pursued through a constitutional process in a democracy with a legal framework for secession. The Khalistan movement in Canada seeks a new state on another country’s territory, and Canada’s own security agencies now accept that violent elements exist within it. Nothing in the reporting links the two movements.

The lesson Indian observers draw is about consistency. A government that treats separatism as a ballot-box matter when it concerns a friendly country, and as a threat to national unity when it concerns its own, will find its position tested. Carney’s warnings about uncertainty, and his insistence that “Canada is working,” are the arguments New Delhi made for years about its own unity.

For Canada, the practical point is a security one. A diaspora politics that mixes legitimate advocacy with extortion and violence harms domestic safety and foreign relations at once, and the resulting damage to a trade partner of India’s size has been costly.

Monday’s result will show how much support the secession path commands, and the trade talks with India will show whether the reset holds through the summer’s disputes. Both outcomes will test Canada’s claim that it can balance free expression, national security and the integrity of its own federation.
