Kavach 4.0 Commissioned on Mathura-Kota Section

Indian Railways has taken a major leap in railway safety by commissioning Kavach 4.0, an advanced indigenous train protection system, on the 324 km Mathura-Kota section of the high-density Delhi-Mumbai route. This rollout marks a significant milestone in modernizing railway infrastructure and ensuring passenger safety through homegrown technology, aligned with the vision of an Atmanirbhar Bharat.

Kavach 4.0: A Technological Leap for Indian Railways

Railway Minister Ashwini Vaishnaw announced the successful commissioning of Kavach 4.0, developed and manufactured entirely in India. Inspired by Prime Minister Narendra Modi’s vision for self-reliance, the system was approved by the Research Designs & Standards Organisation (RDSO) in July 2024 after rigorous evaluation and upgrades.

“Kavach 4.0 is a technologically intensive system, and installing it on such a critical corridor in such a short time is a huge achievement,” Vaishnaw stated. Unlike earlier decades when India lagged behind in adopting advanced safety systems, this deployment represents a quantum leap in safety infrastructure, on par with international standards.

Notably, India had not installed any advanced train protection systems for over 60 years post-independence. Now, Indian Railways aims to deploy Kavach 4.0 across thousands of kilometers over the next six years, significantly transforming safety standards.

How Kavach Enhances Rail Safety

Kavach is a Safety Integrity Level 4 (SIL-4) certified system—the highest level of safety design—and is engineered to prevent collisions, over-speeding, and signal-jumping accidents. Initially developed in 2015, it was extensively tested and first deployed in South Central Railway in 2018. Based on those operational learnings, the upgraded Kavach 4.0 is now being installed across the nation.

The system ensures that even in low visibility conditions such as fog, train drivers (loco pilots) can view real-time information on an in-cab display, eliminating the need to visually identify external signals. It also automatically applies brakes if a train attempts to overshoot a red signal or exceeds the permitted speed.

Over 30,000 personnel have already been trained to install, operate, and maintain Kavach, with educational partnerships signed between IRISET and 17 AICTE-approved institutions to integrate the system into BTech courses—ensuring a continuous pipeline of trained engineers.

System Architecture: As Complex as a Telecom Network

Kavach’s implementation is technologically comparable to setting up a telecom company. It integrates numerous sub-systems across the rail corridor:

  • RFID Tags: Installed at 1 km intervals and at signals, these provide precise train location data.

  • Telecom Towers: Similar to cellular towers, they support seamless communication between trains and stations.

  • Loco Kavach: Installed on locomotives, these systems interact with RFID tags, braking systems, and station controllers.

  • Station Kavach: Installed at every station and block section, this unit manages signaling data and communicates with moving trains.

  • Optical Fibre Cabling (OFC): High-speed cables run alongside the tracks to ensure uninterrupted data flow.

  • Signal Integration: Traditional signals are integrated with Kavach, allowing automatic override if a train violates speed or signal limits.

All this must be installed and tested without disrupting active train services, including high-density passenger and freight operations—an immense logistical feat.

Nationwide Rollout and Financial Investment

The government has sanctioned Kavach installation across key corridors nationwide, including Mumbai-Pune, Nagpur-Narkher, Baramati, and several Madhya Pradesh routes such as Itarsi-Bina and Ratlam-Jawad—totalling thousands of kilometers.

As of June 30:

  • 5,856 km of optical fibre cable has been laid.

  • 619 telecom towers have been installed.

  • 708 stations are equipped with Kavach.

  • 1,107 locomotives now have Kavach systems.

  • 4,001 km of trackside equipment has been commissioned.

The cost per km for installing trackside and station Kavach equipment is approximately ₹50 lakh, while installation on a single locomotive costs around ₹80 lakh. Indian Railways invests over ₹1 lakh crore annually on safety, with Kavach forming a key part of this strategy.

Kavach 4.0 Ushers a Safer, Smarter Rail Future

The commissioning of Kavach 4.0 on the Mathura-Kota stretch marks the beginning of a nationwide safety revolution in Indian Railways. Designed and built in India, this state-of-the-art safety system significantly reduces risks, improves operational efficiency, and lays the foundation for smart, AI-driven rail operations in the future.

While India accelerates its safety and technology upgrades, such advancements also serve as a counter-narrative to global doubts about the nation’s infrastructure progress. Kavach 4.0 doesn’t just protect trains—it represents India’s growing technological sovereignty, execution capability, and commitment to passenger safety.

As deployment expands across the country, Kavach will play a vital role in achieving zero-accident rail operations and building public trust in India’s massive railway network. From development to commissioning, Kavach is a shining example of Make in India, for India—an initiative that combines indigenous innovation with world-class engineering.
