Steel frame, or “steal” frame? 40 villas, one company, and a 30% return: the IAS-IPS couple Rajasthan can no longer ignore

The state has pulled a top bureaucrat off his post. The allegations, if proven, would shake the idea that India's civil services stand above the grubby business of money.

Steel frame, or “steal” frame? 40 villas, one company, and a 30% return: the IAS-IPS couple Rajasthan can no longer ignore
Share on FacebookShare on X

Forty villas. One seller. Two and a half years. An IAS officer who ran the state’s industrial and investment machinery, and an IPS wife of ADG rank.

The Rajasthan government has now put senior IAS officer Shikhar Agarwal on Awaiting Posting Orders, stripping him of his post as Additional Chief Secretary for Industries and MSME. The order, issued late Wednesday night, keeps him on APO until further orders. It came as a media investigation landed that has rattled the state’s administrative class.

What the investigation alleges

Dainik Bhaskar reported that Agarwal, his wife Prashakha Mathur, their two sons and other family members bought 40 villas and cottages from Goyal Fashions Private Limited over about two and a half years. The units are in two Ananta-branded resorts, and the family paid ₹6.16 crore in all. That works out to about ₹15 lakh a unit. The newspaper said it holds the registration papers for every one of the properties.

Then came the part that stands out. The properties were leased back to the company that sold them, for ₹80 lakh a year on the Udaipur cottages and ₹1 crore on the Alwar villas. That is ₹1.80 crore a year on ₹6.16 crore, a paper return of nearly 30 percent. Ordinary residential property does not pay anything like it. A buyer who purchases from a firm and rents back to the same firm has, in effect, a relationship with that firm that goes well beyond a sale.

The disclosure gap

The report adds a detail that investigators will not ignore. Of the 40 properties, 28 were registered in the names of Agarwal and Mathur, 14 each, yet Agarwal’s property return listed only 14 units. Officers of the All India Services must file annual property returns. A gap between the registry and the return is the sort of discrepancy that turns an embarrassing story into a case file.

Silence and a convenient phrase

The government has offered little. The order does not explicitly say the move was taken because of the property controversy. Another account says it cited administrative reasons. That is the vocabulary of a state that wants distance from a scandal without admitting one. APO is a holding status, not a sanction. IPS officer Pankaj Chaudhary has made further allegations against Agarwal, according to IANS. A response from the officers was not available at the time of reporting.

No agency has announced a finding. Every claim here remains an allegation, and the couple are entitled to answer it.

What the questions look like

Put the reported facts side by side and the questions write themselves. How does a family finance over ₹6 crore in property in thirty months? Was the lease-back at market terms, or a return available only to a certain kind of buyer? Why did the same company that sold the properties become their tenant? And what, if anything, did that company have to do with a department that deals with industry and investment, where the officer held authority? Nothing in the reports establishes a link between the firm and his official work. That is precisely what an inquiry must settle, and quickly.

The frame that held the country up

India’s civil services were built as the “steel frame,” a phrase tied to Sardar Vallabhbhai Patel’s case for a permanent, impartial administration. The bargain was simple: politicians come and go, and the officers keep the state honest. Public anger over graft was long aimed at ministers and legislators. The officer was the exception, the clean hand in the corridor of power.

That bargain has been eroding. Cases involving officers have surfaced in several states, and ordinary citizens no longer assume the file-pusher is the clean one. A case in which both spouses sit in the service’s top ranks, one in the department that deals with business, the other in the police, makes the question harder to dodge.

Whether the steel frame has turned into a “steal” frame is not for a newspaper or a headline to decide. It is for an investigator, a tribunal and, if it comes to it, a court. But a government that moves an officer out and says only “administrative reasons” is asking the public to take integrity on faith. After a story like this, that is a lot to ask.
