As India advances towards its centenary year of Independence, Prime Minister Narendra Modi brought together the country’s top political and administrative leadership at the 11th Governing Council Meeting of NITI Aayog, seeking to forge a common development agenda centred on human capital, employment, education, health and social equity.
Held at the Rashtrapati Bhavan Cultural Centre in New Delhi, the meeting served as the government’s principal platform for Centre-State cooperation and policy coordination. The majority of Chief Ministers and Lieutenant Governors were expected to participate, highlighting the forum’s significance in shaping India’s long-term development trajectory.
The high-level gathering was attended by Chief Ministers of states and Union Territories, Lieutenant Governors, administrators of Union Territories, Union Ministers serving as ex officio members of NITI Aayog and special invitees. The Vice Chairman, members and Chief Executive Officer of NITI Aayog were also present.
Union Home Minister Amit Shah and Defence Minister Rajnath Singh joined the deliberations alongside several prominent state leaders, including Uttar Pradesh Chief Minister Yogi Adityanath, Assam Chief Minister Himanta Biswa Sarma, Bihar Chief Minister Samrat Choudhary, Delhi Chief Minister Rekha Gupta and Haryana Chief Minister Nayab Singh Saini.
The meeting also brought together a new generation of state leadership, with newly elected Chief Ministers Suvendu Adhikari of West Bengal, C. Joseph Vijay of Tamil Nadu, D.K. Shivakumar of Karnataka and V.D. Satheesan of Kerala participating in one of the country’s most consequential policy discussions.
Human Development Takes Centre Stage
This year’s theme, “Inclusive Human Development for Viksit Bharat @2047”, reflected the Centre’s effort to place people at the heart of India’s development story. The framework aims to ensure that the benefits of economic growth reach every section of society, irrespective of age, region, gender or socio-economic background.
Addressing the Governing Council, Prime Minister Modi highlighted the importance of fostering entrepreneurship, strengthening skills and creating sustainable employment opportunities across the country. The discussions underscored the view that India’s transformation into a developed nation will depend not only on economic expansion but also on the empowerment and wellbeing of its citizens.
According to NITI Aayog, the Inclusive Human Development Framework is built on four core pillars. These include foundational human capital and future-ready skills, productive employment and entrepreneurship supported by decentralised growth, health, nutrition and overall wellbeing, and the promotion of equity and dignity for all.
Building a Roadmap for Implementation
Beyond setting broad policy goals, the meeting focused on developing an implementation roadmap capable of translating vision into results. Participants discussed leveraging governance reforms, Digital Public Infrastructure, institutional convergence, partnerships and data-driven systems as key enablers of effective delivery.
A central objective of the deliberations was to align state-level development visions with the national vision of Inclusive Human Development. Policymakers stressed the need for a coordinated and collaborative approach that enables states and the Centre to work in tandem towards equitable and sustainable growth.
The framework also incorporates mechanisms for monitoring short, medium and long-term outcomes, ensuring accountability and measurable impact. The emphasis was on creating systems that can track progress and deliver tangible improvements in people’s lives.
Education and Skills in Sharp Focus
The Governing Council reviewed recommendations emerging from the 5th National Conference of Chief Secretaries, held from December 26 to 28, 2025. The conference had put forward recommendations across five critical themes: Early Childhood Education: Laying the Foundation; Schooling: Building Blocks; Skilling: Future-Ready Workforce; Higher Education: Knowledge Economy; and Sports and Extracurricular Activities: Beyond Classrooms.
These themes were examined as part of a broader effort to strengthen India’s human development architecture, from foundational learning and skill development to higher education and holistic youth development.
As India pursues the ambitious goal of becoming a developed nation by 2047, the 11th Governing Council Meeting of NITI Aayog emerged as more than a routine policy exercise. It served as a strategic platform for harmonising national and state priorities, strengthening cooperative federalism and laying the groundwork for a development model that seeks to combine economic progress with social advancement, ensuring that the promise of Viksit Bharat reaches every citizen.
