Haryana Winter Session Ends with Passage of 16 Bills Under CM Nayab Saini Despite Congress Disruptions

The winter session of the Haryana Legislative Assembly concluded after three days of proceedings and was adjourned sine die, with the government describing the session as productive despite persistent disruptions by the opposition.

Over the course of the entire session, the House sat for nearly 23 hours and passed 16 bills, reflecting the state government’s focus on advancing its legislative agenda.

Several key issues dominated the proceedings. A resolution commemorating 150 years of the national song “Vande Mataram” triggered sharp protests from the Congress.

Repeated interruptions during the discussion led the Speaker to name nine Congress MLAs for unruly conduct. Despite the disruptions, the Chair ensured that the House functioned according to established parliamentary procedures.

The Congress also moved a no-confidence motion against the Nayab Saini-led government. Assembly Speaker Harvinder Kalyan extended House proceedings through double sittings to facilitate a detailed debate on the motion.

After discussion, the motion was defeated, with the majority of members expressing confidence in the government, reaffirming its numerical strength in the Assembly.

Tensions escalated further when Congress legislators accused Chief Minister Nayab Saini of not providing detailed, point-wise responses to issues raised by the opposition.

In protest, Congress MLAs staged a walkout without waiting for the Chief Minister’s concluding reply, alleging that the government was avoiding accountability.

After a BJP MLA moved the resolution at around 4:30 pm, calling for a discussion on “the situation arising out of the ongoing electoral reforms related to the preparation of electoral rolls,” Chief Minister Nayab Singh Saini wrapped up his 13-minute address at approximately 7:15 pm.

By that time, the Congress was absent from the House, having staged two walkouts during the debate, which also led to a 15-minute adjournment of the proceedings.

Electoral reforms, particularly issues related to voter lists, were also taken up during the session. However, the Congress did not participate in the discussion, arguing that meaningful debate was not possible under the prevailing procedural framework.

The opposition sought to put the government on the defensive over allegations that a minister had used inappropriate language.

Congress leaders raised the issue forcefully in the House, demanding action and accountability, while the government attempted to clarify its position.

Despite frequent disruptions, adjournments, and walkouts, the government maintained that the session remained largely effective.

Officials pointed to the passage of key legislation and the defeat of the no-confidence motion as evidence of stable governance.

On the other hand, the Congress accused the ruling dispensation of curtailing debate and ignoring opposition concerns.

Overall, the winter session highlighted the sharp political divide in the Haryana Assembly, with the Nayab Saini-led government managing to push through its legislative priorities, while the opposition repeatedly resorted to protests, disruptions, and boycotts to register its dissent.

The Haryana Assembly on Monday also passed a bill increasing the daily working hours from nine to ten hours while retaining the overall weekly limit of 48 hours for employees of shops and private commercial establishments.

The Haryana Shops and Commercial Establishments (Amendment) Bill, 2025 has been passed to amend the Haryana Shops and Commercial Establishments Act, 1958.

The Bill was among the eight bills passed on the concluding day of the Winter session of the Haryana Vidhan Sabha.

The Bills included the Haryana Private Universities (Amendment) Bill, 2025; the Haryana Abadi Deh (Vesting, Recording and Resolving of Ownership Rights) Bill, 2025; and the Haryana Jan Vishwas (Amendment of Provisions) Bill, 2025.

The Haryana Jan Vishwas (Amendment of Provisions) Bill was passed to amend certain enactments for decriminalisation and rationalisation of offences to further improve trust-based governance for ease of living and ease of doing business.

The Haryana Jan Vishwas (Amendment of Provisions) Bill had been introduced to reduce 164 minor criminal provisions in 42 state Acts across 17 departments by removing obsolete and redundant clauses, introducing civil penalties and administrative actions for minor technical and procedural lapses, and decriminalising minor and technical offences through the elimination of penal provisions.
