Denis Manturov, First Deputy Chairman of the Government of Russia, arrived in New Delhi today for a two-day official visit aimed at reinforcing cooperation between India and Russia across several key sectors. A central focus of the visit will be the meeting of the India–Russia Intergovernmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation, which Manturov will jointly chair with India’s External Affairs Minister S. Jaishankar.
The visit brings senior officials from both countries together at a time when India and Russia are seeking to expand collaboration in trade, technology, and strategic industries. Discussions are expected to assess the current state of bilateral engagement and identify areas where economic and institutional cooperation can be strengthened further.
According to the Ministry of External Affairs, Manturov will hold consultations with Jaishankar and take part in a series of bilateral engagements during his stay in the national capital. The Russian Embassy in India also confirmed that negotiations during the visit will address a wide spectrum of issues related to the partnership between the two countries.
Expanding trade and investment cooperation
Ahead of the discussions, Manturov highlighted that the intergovernmental commission plays a crucial role in advancing economic ties between India and Russia. He indicated that the meetings will focus on broadening trade exchanges, improving the efficiency of financial settlements between the two nations, and strengthening logistics systems that support cross-border commerce.
Officials are also expected to examine ways to create better conditions for businesses seeking market access in both countries. Encouraging new investment initiatives and promoting joint industrial and technological projects are likely to feature prominently in the agenda.
Both sides will review progress on the Economic Cooperation Programme through 2030, a strategic framework adopted in December 2025 to guide long-term economic collaboration. The roadmap outlines several initiatives designed to deepen commercial engagement and expand cooperation across priority sectors.
Manturov stated that discussions with Indian counterparts would consider practical measures needed to implement the programme effectively, particularly in the context of evolving global economic dynamics.
Meetings with senior Indian leadership
During the course of the visit, Manturov is also scheduled to meet India’s National Security Advisor Ajit Doval and Union Finance Minister Nirmala Sitharaman. These engagements are expected to address wider aspects of the bilateral partnership, including economic coordination, strategic cooperation, and emerging global challenges.
India and Russia have shared a longstanding partnership that spans several decades, with collaboration extending across defence, energy, technology, and economic sectors. The intergovernmental commission remains an important platform for reviewing progress, resolving policy issues, and charting new directions for cooperation.
Experts believe Manturov’s visit could provide renewed momentum to the bilateral relationship by encouraging deeper economic engagement and strengthening institutional coordination between the two countries.
