The Indian Navy will host the Indo-Pacific Regional Dialogue (IPRD) 2025), its annual international maritime conference, from October 28 to 30 at the Manekshaw Centre in New Delhi. The National Maritime Foundation (NMF) will serve as the Knowledge Partner for the event.
The theme for this year’s edition is “Promoting Holistic Maritime Security and Growth: Regional Capacity-Building and Capability-Enhancement.” The conference will bring together representatives from navies, governments, think tanks, and academic institutions across the Indo-Pacific to discuss measures aimed at strengthening maritime cooperation and resilience in the region.
According to the official concept note, IPRD 2025 will focus on identifying practical solutions that enhance both material capacity and human capability among regional stakeholders. Discussions will cover areas such as maritime domain awareness, port resilience, climate and disaster preparedness, technology cooperation, and blue economy development.
The Indo-Pacific Regional Dialogue is the Indian Navy’s apex-level international conference and a key platform for strategic maritime engagement. Each edition builds on the pillars of the Indo-Pacific Oceans Initiative (IPOI), launched by Prime Minister Narendra Modi at the 14th East Asia Summit in Bangkok in 2019. The IPOI identifies seven interconnected lines of effort, including maritime security, capacity-building, connectivity, and disaster risk reduction.

IPRD 2025 also provides second- and third-order specificity to India’s maritime policy framework known as MAHASAGAR Mutual and Holistic Advancement for Security and Growth Across Regions. The policy envisions an inclusive Indo-Pacific that extends from the eastern coast of Africa to the western shores of the Americas, and from South Asia to Antarctica.
The concept note describes holistic maritime security as a three-layered framework consisting of: A conceptual layer based on MAHASAGAR; A political layer integrating mechanisms such as the Indian Ocean Rim Association (IORA) and the East Asia Summit (EAS); and an executive layer comprising seagoing agencies under platforms like the Indian Ocean Naval Symposium (IONS) and the Western Pacific Naval Symposium (WPNS).
With India currently chairing IONS, IPRD 2025 is expected to strengthen ongoing collaboration between regional navies and maritime agencies.
