In the last several years, Chef Minister Yogi Adityanath-led government Uttar Pradesh has seen a significant rise in police encounters, with official records showing that nearly 15,000 such operations have been carried out since 2017. These actions have resulted in the deaths of 238 criminals, while more than 9,000 suspects were shot in the legs during these encounters.

Scale of Police Operations

Between 2017 and 2025, Uttar Pradesh police have conducted approximately 14,894 encounters targeting criminals, gang members, and other anti-social elements. The police have highlighted these operations as part of an intensified effort to crack down on crime and restore public order.

Of these encounters, 238 individuals lost their lives, while a large number—over 9,000—were injured, mostly with gunshot wounds to their legs. This approach, authorities say, is often used to incapacitate offenders without resorting to lethal force.

Law Enforcement’s Approach

Authorities justify these encounters as a necessary measure to address the challenges posed by organized crime and gang violence in the state. Shooting suspects in the legs is seen as a method to neutralize threats while minimizing fatalities.

Police officials emphasize that these efforts have contributed to improving law and order, particularly in districts notorious for criminal activities. The encounters, they say, play a role in bolstering confidence in the justice system.

Reactions and Concerns

While many applaud the government’s tough stance on crime, the encounters have sparked debate. Supporters claim these operations have deterred criminals and increased public safety. However, critics, including human rights groups and opposition politicians, warn about the risk of misuse and extrajudicial actions.

They call for greater transparency and judicial oversight to ensure that suspects’ rights are not violated and that the use of force complies with legal standards.

Oversight and Investigations

The Uttar Pradesh Police maintain that all encounters are conducted legally and reviewed by senior officials. Many cases undergo judicial scrutiny to verify that the use of force was justified.

Nevertheless, some encounters have drawn controversy, prompting investigations and legal challenges. The government faces ongoing pressure to balance aggressive policing with adherence to human rights and due process.

Crime Context in Uttar Pradesh

As India’s most populous state, Uttar Pradesh has struggled with complex crime issues, including gang rivalries and caste-based violence. The recent increase in encounters is part of the government’s broader strategy to strengthen policing and restore public trust.

Officials note that crime rates have shown improvement in several regions since 2017, attributing some of this progress to the rigorous law enforcement measures, including encounter operations.
