As the investigation by Uttar Pradesh ATS (Anti-Terror Squad) and the Enforcement Directorate (ED) progresses, shocking details about Chhangur Baba continue to emerge. What initially appeared to be a case of religious conversions has now expanded into a larger conspiracy involving Pakistan’s intelligence agency ISI and anti-national activities.
Authorities allege that Chhangur Baba was not just involved in religious conversions. He was also orchestrating a plan to spread communal hatred and destabilize the country. According to sources, the network he built under the guise of conversions was being used to establish direct contact with ISI operatives.
ISI Links via Nepal
It is believed that Chhangur Baba attempted to reach out to the ISI through his contacts in Nepal. A confidential meeting of ISI agents reportedly took place at the Pakistani Embassy in Kathmandu, where efforts were made to link Chhangur’s network with ISI handlers.
Plot to Marry Converted Hindu Girls to ISI Agents
Investigations suggest that Chhangur Baba targeted women from financially weak Hindu families, manipulated them into conversion, and planned to marry them off to ISI agents or sleeper cell operatives in Nepal. This, in turn, would integrate them into a wider spy network. A special codeword system was developed to keep these communications hidden.
1,000 Muslim Youths Recruited for “Love Jihad”
Chhangur Baba’s operations were not limited to Uttar Pradesh. His network extended to Maharashtra, Karnataka, Tamil Nadu, Bihar, and West Bengal. With significant foreign funding, he allegedly built an army of over 1,000 Muslim youths over the past three years. These youths were reportedly paid in cash and trained to lure women for conversion through so-called “Love Jihad.”
Operations Along the Nepal Border
The gang focused heavily on seven districts near the Nepal border. Young girls were trapped, psychologically manipulated (brainwashed), and then converted and married off. Authorities say huge amounts of money flowed in from abroad to support this operation.
During interrogation, several codewords used by the network were uncovered:
Girls were referred to as “Projects”
Brainwashing was called “Applying Kajal”
Meeting Baba was described as “Having Deedar”
Conversion was termed “Turning the Soil”
Massive Foreign Funding and Hidden Bank Accounts
This codeword system allowed them to operate covertly and avoid suspicion. ATS and ED have uncovered evidence that Baba received crores in foreign funds. So far, 18 bank accounts have been identified, holding around ₹68 crore. In just three months, ₹3 crore was transferred.
Nitu Vohra aka Nasreen: The Key Accomplice
One of the key people in this network is Nitu Vohra, also known as Nasreen. She had converted to Islam and became a trusted aide of Chhangur Baba. Her bank account alone saw transactions worth ₹14 crore in just four months — money that was quickly withdrawn. Her husband, Naveen Vohra, also received ₹18 crore in his accounts.
To give the network a legal facade, Chhangur Baba had set up four different organizations, which were allegedly used to channel the funds and mask the larger anti-national conspiracy.
Taking serious note of the situation, Uttar Pradesh Chief Minister Yogi Adityanath has adopted a strict stance. He has stated clearly that this is an attempt to divide India using foreign funds, and the state will not tolerate it. Chhangur Baba is currently in custody under the ATS, and investigations are ongoing.
