A sinister network of religious conversion, foreign funding, and social engineering has emerged from the quiet districts of Uttar Pradesh, with Balrampur at its center. Jamaluddin alias Chhangur Baba, the alleged kingpin of a multi-crore Islamic conversion racket, was arrested by the Uttar Pradesh Anti-Terrorism Squad (ATS) on July 5. His operation, deeply rooted in deception, coercion, and radical ideology, specifically targeted vulnerable Hindu women across caste and economic lines.
Authorities have discovered that the racket used extensive code language to orchestrate conversions, luring victims through emotional manipulation, financial incentives, and religious brainwashing. The alarming scale and audacity of the operation reveal a calculated assault not only on individual faiths but on the very social fabric of India.
Code Words and Caste-Based Bounties
Jamaluddin alias Chhangur Baba, reportedly created a chilling and dehumanizing system where Hindu women were reduced to mere “projects.” Using terms like “Mitti Palatna” (soil tilling) for religious conversion and “Kajal” for inflicting mental trauma, he communicated with his network of handlers and operatives in secrecy. “Darshan” implied a meeting with Jamaluddin himself, adding a quasi-spiritual layer to his criminality.
The racket incentivized Muslim men to target Hindu women based on their caste, assigning monetary rewards for each successful conversion. Widows, financially distressed women, and socially isolated individuals were particularly vulnerable. Handlers assumed fake Hindu identities on social media to lure victims emotionally, later coercing them into religious conversion as a prerequisite for marriage.
Social Media Traps and False Promises
The conversion network made extensive use of digital platforms, creating fake profiles with Hindu-sounding names to befriend and emotionally entrap women. Once trust was established, conversion became the “condition” for marriage. For others, false promises of jobs, scholarships, and foreign travel were offered as bait.
Jamaluddin projected himself as a spiritual guru, taking advantage of people’s faith and desperation. Through his rhetoric, he demeaned Hindu practices and beliefs, gradually breaking down the psychological resistance of his victims. He was particularly active in targeting backward caste groups, using caste fault lines to deepen vulnerability.
Nepal Nexus and Foreign Funding
Investigations revealed that Jamaluddin’s racket extended far beyond Balrampur, penetrating districts along the porous India-Nepal border. He established several madrasas and religious institutions in these regions, allegedly funded by overseas sources. These institutions primarily targeted children from underprivileged Hindu families, indoctrinating them under the guise of education.
Authorities discovered Jamaluddin’s close ties with international NGOs based in Nepal, with regular cross-border visits to maintain the network. Over ₹100 crore in foreign funds, reportedly routed from Gulf nations, was tracked across 40 bank accounts. These funds were used not just for conversions but also for acquiring luxury vehicles and property across multiple states. His operation bore the classic markers of an ideologically driven, well-oiled syndicate.
Criminal Links and Prior Offences
Jamaluddin alias Chhangur Baba,, a native of Rehra Maafi village in Balrampur, earlier posed as a gemstone dealer. His criminal profile deepened when his name surfaced in December 2022 in connection with the forced conversion of a Dalit Hindu family. Alongside his known associates Neetu (alias Nasreen) and Naveen he was accused of physical assault and religious coercion.
The ATS investigation, aided by the Special Task Force (STF), led to the filing of charges against 10 individuals. Notably, Jamaluddin is believed to have had links with the notorious gangster-turned-politician Mukhtar Ansari’s criminal network, indicating the possible fusion of criminal and ideological objectives. His son, Mehboob, was arrested earlier in April, suggesting that the racket was a family-run, multi-generational affair.

The Balrampur conversion racket, now laid bare, is not just a tale of religious manipulation it is a dangerous cocktail of ideology, criminality, and foreign interference. The use of caste, emotional vulnerability, and false identity to systematically target Hindu women shows a deeply disturbing trend that must not be ignored.
As Jamaluddin awaits trial, the need for stronger laws against coerced conversions, foreign funding scrutiny, and safeguarding of underprivileged communities becomes paramount. This case also underlines the importance of alert policing, community vigilance, and national awareness.
