Water Theft: एफआईआर कहां लिखे? देश का पानी चोरी हो रहा है।

Water Theft रोकने के लिए नदियों की सुरक्षा हो रही है

महाराष्ट्र के कई इलाकों में पानी के लिए घंटों से लगी लम्बी कतारें लग रही हैं। ठाणे और आसपास के इलाकों में हर हफ़्ते 60 घंटे पानी की कटौती शुरू हो गई है। ग्रामीण इलाकों में 2015 में ही 3,228 किसानों ने महाराष्ट्र में आत्महत्या की। मराठवाड़ा में पिछले 4 सालों से पानी की किल्लत है। पानी बंटने की जगहों पर धारा 144 लागू है।करीब 12 हजार गांवों के लाखों लोग इन दिनों अकाल से पीड़ित हैं. सात हजार गांव पीने के पानी के लिए टैंकरों पर निर्भर है. 123 तालुकाओं में अकाल की गंभीर स्थिति है। मध्यप्रदेश के टीकमगढ़ में water theft रोकने के लिए बंदूकधारी सुरक्षा गार्डों की तैनाती की गई है। Water theft रोकने के लिए जामनी नदी पर ये लोग 24 घंटे पहरेदारी कर रहे हैं। केंद्रीय जल आयोग की साप्ताहिक रिपोर्ट के अनुसार देश भर के 91 बड़े जलाशयों में पानी का स्तर पिछले 10 सालों में सबसे कम है, 29 प्रतिशत से भी कम।आबादी के तेजी से बढ़ते दबाव और जमीन के नीचे के पानी के अंधाधुंध दोहन के साथ ही जल संरक्षण की कोई कारगर नीति नहीं होने की वजह से पीने के पानी की समस्या साल-दर-साल गंभीर होती जा रही है।विश्व स्वास्थ्य संगठन के एक आंकड़े के मुताबिक, भारत में लगभग 9.7 करोड़ लोगों को पीने का साफ पानी मयस्सर नहीं होता. लेकिन यह आंकड़ा महज शहरी आबादी का है. ग्रामीण इलाकों की बात करें तो वहां 70 फीसदी लोग अब भी प्रदूषित पानी पीने को ही मजबूर हैं।  मझले और छोटे किसान ज़मींदारों के कर्ज और चक्रवृद्धि ब्याज़ से बेहाल हैं। भूमि-हीन और मज़दूर वर्ग, जिसकी खेतों की बुवाई-कटाई के सहारे रोज़ी चलती थी, शहरों की ओर पलायन कर रहे हैं। आंध्रप्रदेश और बुंदेलखंड में बेबस किसानों द्वारा आत्म हत्याएं की जा रही हैं।

कंक्रीट जंगल और water theft

देश का कुल भौगोलिक क्षेत्रफल 32.80 लाख वर्ग किलोमीटर है, जबकि सभी नदियों का सम्मिलित जलग्रहण क्षेत्र 30.50 लाख वर्ग किलोमीटर है। भारतीय नदियों के मार्ग से हर साल 1645 घन किलोलीटर पानी बहता है जो सारी दुनिया की कुल नदियों का 4.445 प्रतिशत है। आँकड़ों के आधार पर हम पानी के मामले में पूरी दुनिया में सबसे ज्यादा समृद्ध हैं, लेकिन चिन्ता का विषय यह है कि पूरे पानी का कोई 85 फीसदी बारिश के तीन महीनों में समुद्र की ओर बह जाता है और नदियाँ सूखी रह जाती हैं। आधुनिक युग में नदियों को सबसे बड़ा खतरा प्रदूषण से है। कल-कारखानों की निकासी, घरों की गन्दगी, खेतों में मिलाए जा रहे रासायनिक दवा व खादों का हिस्सा, भूमि कटाव, और भी कई ऐसे कारक हैं जो नदी के जल को जहर बना रहे हैं। न सिर्फ शहरों में, बल्कि गाँवों में भी तालाबों को समतल कर मकान, दुकान बस स्टैंड बना लिये गए हैं। जो पानी यहाँ रुककर साल भर ठहरता था, उस इलाके में भूजल को ऊपर उठाता था, उसे हमने नष्ट कर दिया है। उसके बदले हमने आधुनिक ट्यूबवेल, नलकूप, हैण्डपम्प लगाकर पानी निकाला है। खेती पर निर्भर इस देश में किसान सिंचाई के लिए मनमाने तरीके से भूगर्भीय पानी का दोहन करते हैं जिससे  जलस्तर तेजी से घट रहा है। शहरों में  तेजी से बढ़ते कंक्रीट के जंगल जमीन के भीतर स्थित पानी के भंडार पर दबाव बढ़ा रहे हैं।  गाँवों में अमराई गायब हो रही है। पेड़ नहीं लग रहे हैं। मकान और दूकान बनाने में ज्यादा जोर है।

नदियों का देश होने के बावजूद ज्यादातर नदियों का पानी पीने लायक और कई जगह नहाने लायक तक नहीं है। भारत में दुनिया की 16 प्रतिशत आबादी रहती है  पर यहां विश्व का मात्र चार प्रतिशत पानी ही उपलब्ध है, जबकि मांग है कि लगातार बढ़ती ही जा रही है। नदियों के दूषित होने के कारण सिंचाई का 80 फीसदी पानी भूजल से खींचा जाता है जिससे भूस्तर गिरता  है। पूर्वी उत्तर प्रदेश में देवरिया अपने भूजल के लिये जाना जाता था। 10 साल पहले तक यहां पानी 20 फीट की गहराई में मिल जाता था और अब 140 फीट पर मिल रहा है।किसानों को राहत देने के बदले राजनीति का खेल शुरू हो गया है। कहाँ है पानी? सावन के लिये तरसती आँखे आज फ़सलों को जलते देखने के लिये बाध्य हैं, रेगिस्तान फैलते जा रहे हैं, ग्लेशियर पिघल रहे हैं और नदियाँ, नालों में तब्दील होती जा रही हैं।  विश्व बैंक की एक रिपोर्ट के अनुसार वर्ष 2020 तक भारत के अधिकांश शहरों में पीने के पानी का गंभीर संकट पैदा होने का अंदेशा है। पानी बुनियादी जरूरत है पर शहर हो या गांव, सुबह हो या शाम, परिवार के लिए पानी इकट्ठा करना भारत में बहुत से परिवारों की जरूरत और महिलाओं की दिनचर्या है।

उदारीकरण के नाम पर water theft

1991 से भारतीय अर्थव्यवस्था के प्रत्येक क्षेत्र में उदारीकरण, निजीकरण और भूमण्डलीकरण द्वारा बड़े बदलाव शुरू किए गए। उदारीकरण के नाम पर प्राकृतिक संसधानों का दोहन शुरू हुआ। नियम  कानून और पर्यावरण की परम्पराएं लोग किनारे रखने लगे। हमारी मान्यताएं विकास के नाम पर दकियानूसी लगने लगी। घटते जल स्रोतों के बीच लोगों की मानसिकता में भी तब्दीली आ रही है । उपभोक्तावादी संस्कृति की गिरफ़्त में आ चुके लोगों में बोतलबंद पानी के इस्तेमाल का चलन तेज़ी से बढ़ रहा है।औद्योगिक संस्था एसोचैम की रिपोर्ट के मुताबिक 2013 में देश में बोतलबंद पानी का कारोबार 7,000 करोड़ रु. का था और 2018 में यह 16,000 करोड़ रु. का होगा।भारत में बोतलबंद पानी नलों या आयातित जल  से नहीं, बल्कि देश के भूमिगत जल स्रोतों से लिया जाता है। कंपनियां सीधे-सीधे जमीन का दोहन  करती है, और भूगर्भ के जल स्त्रोत का उपयोग एक प्रकार से निशुल्क करती है और शहरों-गाँवों  में बिकने के लिए भेज देती हैं। यह कुछ नहीं तो जल संकट पैदा कर , सूखे के निवारण की सारी योजनायों को बेअसर कर , हमारे  ही भूमिगत जल का निजीकरण और व्यापारीकरण हो गया है। यह भी एक प्रकार का water theft है. प्यासे को पानी पिलाना दुनिया का सबसे बड़ा पुण्य समझनेवाले देश में  मोटे  मुनाफे  के चलते बहुराष्ट्रीय कम्पनियां की कोल्ड ड्रिंक्स और पैकेज्ड वाटर बोतल  का बड़ा बाजार ,  भ्रष्ट अफसर ,राजनेता और माफियाओं का गठबंधन से उपजी टैंकरों से पानी सप्लाइ का गोरखधंधा मार्केट , नदियों से रेती की कालाबाजारी , वनों की अंधाधुंध कटाई और पहाड़ों का शोषण , हमरे देश के पानी को चुरा रहा है। हमारे प्राकृतिक संसधानों का खासकर जल का इस तरह सरेआम अभाव पैदा कर एक नए बाज़ार को पैदा किया जा रहा है। शायद इसी लिए सत्ता में बैठे लोगों के पास जल संकट के निवारण की कोई इच्छाशक्ति नहीं है। भारत में भी कई शहरों की जलापूर्ति व्यवस्था पर विदेशी कंपनियों ने कब्जा जमाना शुरू कर दिया है। जनता की बुनियादी ज़रुरतों को पूरा करने में सरकारों की दिलचस्पी नहीं रही बल्कि पानी को बेच कर मुनाफा कमाने की है। पर्यावरण संरक्षण  की बातें दूर , पवित्र हिमालय की  ऊंचाईयों पर हमारी पूजनीय नदियों के उदगम स्त्रोत से निकल रहे पानी को  भी  बेच  रहे हैं। क्या इन पानी स्त्रोतों का निर्माण इन्होने किया था ? यह सरेआम water theft है।
