The West Bengal government has initiated a major overhaul of the state’s madrasa teacher recruitment system, announcing plans to abolish the Madrasah Service Commission and merge its functions with the West Bengal School Service Commission (WBSSC). Chief Minister Suvendu Adhikari announced the decision on Tuesday, October 6, saying that recruitment for recognised madrasas would subsequently be handled through the broader school recruitment framework. The move is being presented by the government as an effort to introduce greater uniformity and streamline the appointment process.

The proposed change marks a significant shift in the administrative structure created specifically for madrasa recruitment. The Madrasah Service Commission was established under the West Bengal Madrasah Service Commission Act, 2008, which provided a statutory mechanism for recommending teachers for recognised, non-government aided madrasas. The legislation came into force in the backdrop of efforts to regulate teacher appointments and replace individual institutional recruitment with a centralised process.

Under the new proposal, the functions currently performed by the Madrasah Service Commission will be brought under the WBSSC. Government officials have indicated that the objective is to create a common recruitment framework and make the process more efficient. Instead of maintaining separate recruitment machinery for recognised madrasas, teacher appointments would be conducted through the state’s existing school recruitment system.

However, the merger is not merely an administrative order that can take effect immediately. The state government will need to make legislative changes before the proposed restructuring becomes legally operational. According to government officials, two separate bills are expected to be introduced in the West Bengal Assembly. One would repeal the existing Madrasah Service Commission Act, while the other would amend the legislation governing the School Service Commission. Once passed by the Assembly, the bills will require the Governor’s assent before a formal gazette notification can be issued.

The government’s decision comes at a time when recruitment and administration in the state’s educational institutions have faced intense scrutiny. The Madrasah Service Commission itself has been at the centre of legal and administrative controversies over appointments. In 2020, the Supreme Court upheld the constitutional validity of the 2008 legislation, which had transferred teacher-selection powers away from individual madrasa managing committees and placed them within the statutory commission’s framework.

The latest restructuring therefore has implications beyond simply changing the name of the recruiting authority. It could alter how future vacancies are advertised, how candidates are evaluated and how appointment recommendations are issued for recognised madrasas. The government believes placing the process under the WBSSC could reduce duplication and establish a more consistent recruitment mechanism across different categories of educational institutions.

The announcement also follows wider steps taken by the state government regarding madrasa administration. In September, the government ordered the closure of 252 madrasas and issued show-cause notices to another 100 following a statewide survey examining issues including infrastructure, registration, approval status and management systems. Officials said the survey covered government and private institutions and paid particular attention to unaided institutions.

The administration has argued that recognised institutions complying with the applicable rules would continue to operate, while unauthorised establishments would face scrutiny. The government has also said it wants madrasa students to have access to modern and mainstream educational opportunities comparable with those available to students in other schools.

Against this backdrop, the abolition of the Madrasah Service Commission represents another component of the government’s broader attempt to bring greater regulatory consistency to the education sector. Officials have stressed that the proposed merger is intended to streamline teacher recruitment rather than eliminate recognised madrasa education.

For teachers and job aspirants, the most immediate question will be how the transition is implemented. Existing recruitment procedures, pending vacancies and future examinations will need clear administrative guidelines once the legislative process begins. The government will also have to ensure that the transition does not create uncertainty for candidates who have already entered recruitment processes under the existing system.

The Madrasah Service Commission was created nearly two decades ago as a specialised statutory institution, making its proposed abolition a notable change in West Bengal’s education administration. If the Assembly approves the proposed legislation and the Governor gives assent, the WBSSC will assume a considerably expanded role in teacher recruitment.

Ultimately, the Madrasah Service Commission merger will be judged by whether it delivers the efficiency and transparency promised by the government. For thousands of teachers and prospective candidates, the significance of the decision will lie not in the institutional restructuring itself but in whether recruitment becomes faster, clearer and more predictable. The coming legislative process and the rules framed thereafter will determine how smoothly West Bengal makes the transition to a unified recruitment framework.
