Starlink has come under renewed scrutiny in India after reports of satellite internet equipment bearing the company’s branding surfaced in several drug-smuggling investigations and security operations. The reported recoveries, spanning maritime routes and insurgency-affected regions, have raised questions about how such devices entered the country, whether they were operational, and whether unauthorised satellite communications could create new challenges for Indian security agencies.

The controversy comes as Elon Musk’s SpaceX seeks to expand its satellite internet business in India. While satellite connectivity promises to bridge the digital divide in remote and underserved regions, the reported presence of associated equipment in sensitive cases has brought the relationship between technological innovation, regulatory compliance and national security into sharper focus.

One of the most striking incidents occurred in November 2024, when Indian authorities intercepted a Myanmar fishing vessel in the Andaman Sea. According to reports, the operation resulted in the seizure of approximately 6,016 kilograms of methamphetamine, estimated to be worth ₹36,000 crore. Investigators reportedly recovered satellite communication equipment bearing the Starlink name, along with satellite phones, foreign currency and other material.

The seizure highlighted the challenges faced by enforcement agencies in monitoring criminal networks operating far from conventional telecommunications infrastructure. At sea, where mobile networks are often unavailable, satellite connectivity can provide an effective means of communication. However, the recovery of a terminal alongside suspected contraband does not, by itself, establish how the device was used or whether it directly facilitated the alleged smuggling operation.

A second incident emerged in December 2024, when security personnel reportedly recovered a satellite dish and router believed to be Starlink equipment during operations in Manipur. Reports said the equipment carried markings associated with the People’s Liberation Army (PLA) and the Revolutionary People’s Front (RPF), organisations linked to the state’s insurgency and banned under Indian law.

The discovery prompted questions about whether satellite internet equipment could potentially help armed groups maintain communications in areas affected by internet shutdowns. Such technology could present operational challenges if unauthorised devices were activated and used to coordinate activities beyond the reach of conventional mobile networks.

However, an important distinction remains: the recovery of equipment does not prove that it was functioning, connected to a satellite network or used by insurgents for operational purposes. Elon Musk previously stated that Starlink’s satellite beams had not been activated over India. Determining how the equipment reached Manipur and whether it could transmit data would require technical examination and a verified investigation.

A third case involved a cross-border drug-smuggling network in Punjab. In May 2026, the Counter Intelligence wing of Punjab Police reportedly arrested four people in Ferozepur district and recovered 28.12 kilograms of heroin and ₹9.5 lakh in suspected proceeds of crime. A Hyundai Creta allegedly used to transport the contraband was also seized.

The case has featured in broader discussions about the possible role of modern communications technology in cross-border criminal activity. Nevertheless, the reported recovery of narcotics and the seizure of a vehicle should not automatically be interpreted as proof that a Starlink terminal was involved in that particular operation. Any such connection must be established through official seizure records and investigative findings.

Another major development occurred on 25 September 2026, when the Gujarat Anti-Terrorism Squad and the Indian Coast Guard reportedly intercepted an Iranian dhow named Azad in the Arabian Sea, west of Lakshadweep. Authorities seized approximately 526 kilograms of heroin and methamphetamine, reportedly valued at more than ₹3,000 crore, and detained five Pakistani nationals.

The operation underscored the scale of maritime narcotics trafficking and the importance of intelligence-sharing, surveillance and coordinated enforcement. Reports linking satellite communications to suspected maritime smuggling networks have intensified scrutiny of the technologies that criminals might exploit. However, the precise role of any Starlink-branded equipment in this operation must be distinguished from the confirmed details of the drug seizure itself.

Concerns have also been raised about the possible movement of unauthorised satellite terminals across India’s northeastern borders. If imported or activated without the necessary approvals, such devices could complicate efforts to monitor communications in remote areas. Security agencies would need to establish the equipment’s origin, ownership, activation status and actual use before drawing conclusions about its implications.

The larger issue surrounding Starlink is therefore not whether satellite internet should be available in India, but how the technology can operate within a framework that protects national security while enabling legitimate connectivity. Satellite services can provide valuable links to isolated communities, disaster-hit areas and locations without reliable terrestrial networks. The same capabilities, however, make regulatory oversight and enforcement important.

India’s authorities must ensure that licensing conditions, lawful interception requirements and security safeguards are clearly defined and consistently enforced. Investigators should also distinguish between equipment merely recovered during an operation and devices demonstrably used to facilitate a crime.

The reported cases deserve careful examination, but conclusions must rest on evidence rather than association or speculation. Establishing whether the devices were operational, how they entered India and whether they supported criminal activity would help determine the true extent of the risk.

Ultimately, the challenge is to prevent technological innovation from becoming an unintended advantage for criminal or insurgent networks. A transparent investigation, effective border controls and robust regulatory compliance will be essential as satellite internet services expand. The reported recoveries have raised legitimate questions; answering them requires verified facts, technical expertise and accountability.
