CIA Files Declassified for 9/11 Anniversary Reveal Bin Laden Eyed India as Target Years Before 2001 Attacks

Taken together, the documents show that US intelligence agencies had identified India as one of several countries within al-Qaeda's stated ambitions years before the group carried out its most devastating attack on American soil.

Newly declassified CIA documents show that Osama bin Laden’s al-Qaeda network had India on its list of potential attack targets years before the September 11, 2001 attacks on the United States, adding a new dimension to the historical record of the threat the terror network posed well beyond American shores.

The revelation comes from a batch of 71 President’s Daily Brief documents the CIA declassified on 11 September 2026, timed to mark the 25th anniversary of the 9/11 attacks that killed nearly 3,000 people and reshaped US national security policy. It is the largest release yet of intelligence records tied to the attacks.

What the documents say

A presidential briefing dated 28 August 1998 and titled “Bin Ladin Terrorist Network Still a Threat” states that bin Laden wanted to launch attacks in multiple countries, naming Egypt, the Arabian Peninsula — specifically Kuwait, Saudi Arabia and Yemen — along with India, Pakistan, Uganda and possibly Nigeria. The document does not spell out how the attacks were meant to be carried out or name specific targets inside any of these countries.

The same tranche of files also sheds light on how far along some al-Qaida hijacking plans already were by 1998, well before the 2001 attacks. One briefing noted that plotters had evaded security checks during a trial run at an unidentified New York airport, and that some members of bin Laden’s network had already received hijacking training. Separately, US officials had helped foreign agencies arrest bin Laden operatives who were preparing attacks in Tirana, Albania, and possibly Baku, Azerbaijan, underscoring how widely the network’s ambitions extended even at that early stage.

Other declassified files from the same period indicate the CIA was also tracking bin Laden’s interest in political developments in Kashmir and his monitoring of high-profile trials, suggesting India was not a passing mention but a subject of some sustained attention within the network.

Why this matters now

Taken together, the documents show that US intelligence agencies had identified India as one of several countries within al-Qaeda’s stated ambitions years before the group carried out its most devastating attack on American soil. What remains unclear from the declassified record is whether this warning was ever formally shared with Indian authorities at the time, or what, if anything, was done with the assessment beyond internal US briefings.

The timing carries a grim postscript: a little over three years after the 1998 briefing was written, India experienced its own major terrorist strike when armed attackers stormed the Parliament complex in New Delhi on 13 December 2001 — an assault that, while not attributed to al-Qaeda, unfolded against a backdrop the CIA’s own files show had already flagged India as a country in the terror network’s sights.

The bigger picture

The 25th-anniversary declassification is intended to give historians and the public a fuller picture of what US intelligence knew about bin Laden and al-Qaeda’s global reach in the years leading up to 9/11. While much of the public memory of that period centres on plots against the United States itself, this latest release reinforces that the network’s stated intentions spanned a far wider map — one that, according to these files, included India well before the attacks that came to define the post-9/11 era.
