Nepal’s Prime Minister Balendra Shah addressed the 81st Session of the United Nations General Assembly in New York on Thursday, using his first-ever appearance at the world body to place Nepal’s recent Himalayan flood disaster at the center of a broader appeal for global climate justice — while also framing his own rise to power as part of a worldwide generational reckoning with governance failures.
The address marked Shah’s first foreign trip since taking office on March 27, following Nepal’s political upheaval that saw a new government emerge from youth-led “Gen Z” protests demanding accountability and reform. A former Kathmandu mayor turned prime minister, Shah told the Assembly that his government carries “a renewed democratic mandate that reflects the aspiration of a new generation” — describing Nepal’s political transition not merely as a domestic story, but part of “a global awakening against conflict, inequities, and lack of opportunities.”
“The commitment of my government is clear,” he said, “to build a state that delivers decent jobs, social protections, and a fair chance to every Nepali to thrive at home.”
The Bhotekoshi-Trishuli Disaster
Much of Shah’s speech centered on the catastrophic floods and landslides that struck Nepal’s mountain regions in recent months — an event he referred to as the “Bhotekoshi-Trishuli disaster,” which has been described locally as a “Himalayan Tsunami.” The disaster killed more than 1,300 people, left thousands missing, and destroyed roads, bridges, schools, homes and livelihoods across affected regions.
“The Bhotekoshi-Trishuli disaster was not just a local tragedy, it was a warning to the world,” Shah told delegates, describing families still awaiting news of missing loved ones.
Nepal’s Foreign Ministry has estimated reconstruction costs at approximately $4.78 billion. The United Nations has already launched a $49.6 million emergency fund to assist more than 84,000 people affected by the floods and landslides, though Nepal is expected to seek considerably more international support for long-term recovery.
A Call for Climate Justice — and a Trilateral Proposal
Shah used the platform to press for greater international cooperation and, notably, proposed a trilateral climate resilience mechanism involving Nepal, India and China — an effort to build regional capacity to respond to glacial lake outbursts, flash floods and other climate-driven disasters increasingly threatening the fragile Himalayan region.
“Our baselines are no longer relevant, and we must move from ad hoc responses to a culture of preparedness,” he said, adding that “Nepal cannot build resilience alone against a crisis made worse by the failure of global governance.”
A significant part of his appeal focused on securing more grant-based climate finance for vulnerable nations, rather than loans that deepen the debt burdens of countries least responsible for global emissions.
Questioning Global Priorities
Shah’s address extended beyond climate policy into a broader critique of the international system. He contrasted the world’s demonstrated ability to move weapons rapidly across borders with its failure to ensure timely access to food, fertilizer and fuel for vulnerable populations — a pointed remark aimed at what he characterized as skewed global priorities.
He also announced that Nepal would host a “Sagarmatha to Seaside” event on the sidelines of the UN gathering, positioning the country to help lead international conversations on mountain-to-ocean climate vulnerability.
Diplomatic Sidelines
Beyond the podium, Shah held a meeting with UN Secretary-General António Guterres during his New York visit. He also met Australian Prime Minister Anthony Albanese, who reportedly pledged continued support for Nepal’s flood recovery efforts. Nepal’s Foreign Minister Shisir Khanal, who traveled to New York separately ahead of the PM, has also been engaging in high-level meetings, arguing that Nepal should position itself as an economic, digital and strategic bridge amid Asia’s shifting balance of power.
Historical Context
Shah’s address adds to seven decades of Nepali engagement with the UN General Assembly, dating back to the country’s first address by then-Foreign Minister Chuda Prasad Sharma in 1956. His speech comes at a moment of continued political transition in Kathmandu — last year’s address was delivered during Sushila Karki’s tenure as interim prime minister, underscoring the rapid political turnover Nepal has experienced in a short span.
