Shimla witnessed an unprecedented confrontation as Delhi Police officers attempting to take three Youth Congress members into custody were detained by Himachal Pradesh police, triggering a high-stakes standoff between the two state forces.
The controversy stems from the AI Impact Summit in Delhi, where several Youth Congress officials staged a shirtless demonstration. Delhi Police registered cases and launched a search for the culprits, eventually locating three individuals at a resort in Chirgawan, Mandli in Upper Shimla. Acting on intelligence inputs, a Delhi Police Special Cell team, dressed in civil clothes, arrived in Himachal Pradesh, detained the individuals, and began transporting them to Delhi.
Resort Incident Sparks Legal Action
Himachal Pradesh police stated they received early-morning information that approximately 15–20 unknown individuals in civil clothes had arrived in vehicles at the resort, forcibly taken the three individuals, and removed their Thar vehicle. The resort’s CCTV DVR was also seized without any receipt or documentation. Based on this information, Chirgawan police registered a case and initiated legal proceedings.
Shoghi Barrier Standoff
On their return, the Delhi Police were intercepted at the Shoghi Barrier by Shimla authorities. The local police alleged that the Delhi officers had not informed them and had ignored necessary legal procedures prior to detention. An FIR was lodged against the Delhi Police team for allegedly abducting the three individuals. Officers involved were temporarily detained, and vehicles were taken into possession, intensifying the inter-state confrontation.
Courtroom Tension
The case reached the Shimla district court, where tensions remained high for several hours. Delhi Police personnel were reportedly held inside the court premises, and court staff temporarily locked the main gates. After extended legal and administrative proceedings, the Delhi team was finally allowed to leave with the culprit. The Shoghi Barrier incident marked a further intervention, highlighting procedural concerns and jurisdictional complexities.
Political Repercussions and Precedent
The standoff has sparked political debate. Himachal Pradesh is governed by the Congress party, and opposition leaders have questioned whether state authorities were shielding party-affiliated protesters. Congress MLA Kuldeep Rathore criticised Delhi Police for acting without consulting local authorities, citing the earlier Delhi Police raid at Himachal Sadan in Chanakyapuri as a violation of privacy. State police maintain that the matter is strictly legal, stressing that all agencies must comply with procedural norms.
This confrontation follows previous controversies, highlighting mounting tensions over inter-state law enforcement, political sensitivity, and compliance with legal processes in high-profile cases.
