US Declares Pakistan’s TRF Terror Group

In a significant diplomatic and security development, the United States has officially designated The Resistance Front (TRF), a Pakistan-based proxy of Lashkar-e-Taiba, as a Foreign Terrorist Organisation (FTO) and Specially Designated Global Terrorist (SDGT). The move comes less than three months after the brutal Pahalgam massacre in Jammu & Kashmir, where 26 unarmed civilians, were gunned down in one of the worst terror strikes in India since 2008. The terror outfit TRF had openly claimed responsibility for this heinous act.

This US decision marks a major step in the global recognition of Pakistan’s continued use of proxy outfits to wage asymmetric war in the Kashmir Valley. It also reflects growing Indo-US synergy on counterterrorism matters, reinforcing India’s long-standing position that Pakistan harbours and nurtures terror outfits under different names.

TRF: A Lashkar Mask with a ‘Secular’ Camouflage

The Resistance Front first appeared in Kashmir in October 2019, months after India abrogated Article 370. While it projected itself as a ‘secular indigenous resistance’ movement against India, Indian intelligence agencies quickly exposed it as a façade for Lashkar-e-Taiba (LeT). The objective was clear: to rebrand LeT in order to evade the scrutiny of global counterterror agencies and present an illusion of grassroots militancy.

TRF has been involved in multiple attacks across Kashmir, especially targeting migrant workers, off-duty policemen, and Hindu minorities. It uses encrypted messaging apps and social media to spread propaganda, issue threats, and claim attacks. Intelligence dossiers submitted by India to various international bodies have shown that TRF members are trained alongside LeT terrorists  and operate from terror camps based in Pakistan-occupied territories.

The group’s chief, Sheikh Sajjad Gul, is a well-known LeT operative who was earlier named by the Indian government under the Unlawful Activities (Prevention) Act (UAPA) in 2022. He is believed to be living under ISI protection in Pakistan.

Pakistan’s Proxy Game Busted on Global Stage

The designation of TRF as a terrorist group by the US is a diplomatic setback for Pakistan, which has long used proxies like TRF, Hizbul Mujahideen, Jaish-e-Mohammed, and Al Badr to wage war in Kashmir while avoiding direct accountability. The US action freezes all TRF-linked assets in American jurisdiction and prohibits American individuals or institutions from engaging with the group in any manner.

What is significant is that this designation did not come out of the blue. It followed intense Indian lobbying, especially after the Pahalgam incident. The Indian security establishment had presented overwhelming evidence to its US counterparts, including intercepts, GPS logs, and confessions by arrested TRF members that linked the group directly to Lashkar and ISI handlers.

The Pahalgam massacre proved to be the final trigger. The incident, which took place on April 22 this year, sent shockwaves across India. The calculated nature of the attack, the propaganda videos released by TRF later, and its overt claims of responsibility exposed the group’s growing confidence, allegedly nurtured by Pakistani intelligence agencies.

India Hails US Decision: A Boost for Global Anti-Terror Front

India has welcomed the US decision in strong terms. External Affairs Minister Dr. S. Jaishankar called it a reaffirmation of the India-US partnership in the fight against terrorism. He said that this action “reflects zero tolerance towards terror outfits operating from across the border and underscores the urgency to dismantle such networks, wherever they exist.”

India has for long urged the United Nations to designate TRF under the 1267 Sanctions List. However, those efforts have often faced Chinese vetoes, despite clear proof of TRF’s linkages to globally banned outfits like LeT. The US’s unilateral action sends a powerful message  that terror by proxy will not be tolerated, regardless of political cover or geographical shelter.

This also opens the door for future sanctions against individual TRF operatives, Pakistani handlers, and potential financiers in the Gulf, Malaysia, and Turkey, who have previously escaped scrutiny under the excuse of TRF being a ‘local Kashmiri’ resistance group.

Strategic Implications for India and the Region

The designation of TRF as an FTO has multiple ripple effects. Firstly, it will disrupt financial channels through which these groups receive hawala money or donations in the name of ‘humanitarian support for Kashmir.’ Secondly, it reinforces the narrative that Pakistan remains a state sponsor of terrorism, despite being removed from the FATF grey list last year. Thirdly , it strengthens India’s case in multilateral forums, especially when it comes to pressurizing nations like China and Turkey who continue shielding Pakistan-based terror assets.

On the ground, Indian security forces in Jammu & Kashmir will benefit from better intelligence-sharing and technical collaboration with American agencies. This includes data related to TRF’s online propaganda units, social media handlers, and encrypted network servers.

The message to TRF and similar outfits is unambiguous: their days of hiding behind false secular narratives and operating under new names are over. The global spotlight is firmly on them, and so are the consequences.

A Tightening Noose on Pakistan’s Proxy War

The United States’ decision to designate The Resistance Front as a terrorist group is not merely symbolic it’s a strategic milestone in the global war against terrorism. It aligns closely with India’s security goals and exposes Pakistan’s duplicity on international platforms. With its network now exposed, funding channels choked, and diplomatic cover slipping, TRF is likely to face tougher times ahead.

For India, it’s a moment of validation. For Pakistan, a moment of reckoning. And for the rest of the world, a reminder that terrorism under new names is still terrorism, and must be dealt with accordingly.
