In a significant pre-election announcement that could sway millions of voters, Bihar Chief Minister Nitish Kumar declared that from August 1, all domestic households in the state would receive up to 125 units of electricity free of cost. The scheme, expected to benefit over 1.67 crore families, comes just months before the crucial Bihar Assembly elections and is being seen as a major boost to the NDA’s poll prospects. While the state government has long prided itself on affordable electricity access, this bold move is likely to elevate Nitish Kumar’s development narrative and consolidate the NDA’s hold among rural and middle-income households. With the BJP and JD(U) alliance eyeing a decisive mandate, this populist measure could prove to be a masterstroke.

Free Power for All: A Game-Changing Welfare Scheme

The free electricity initiative will take effect from the electricity bill for July, payable in August. Nitish Kumar, in a post on social media, emphasised that this move is a continuation of his government’s long-standing commitment to affordable power. “From the very beginning, we have been providing electricity to everyone at affordable rates. Now, from August 1, all domestic consumers will not have to pay anything for up to 125 units,” he said. The decision not only offers financial relief to crores of families but also marks a strategic attempt to counter anti-incumbency and energise the NDA’s development plank.

The CM also announced that the state government will focus on solar energy expansion. Over the next three years, Bihar aims to install rooftop solar power units either on homes or in public spaces. Poor families will have their entire installation costs covered by the government under the Kutir Jyoti Yojana. Others will receive subsidies to support installation. The goal is to generate 10,000 megawatts of solar power by the end of the term — a move that not only improves power security but aligns with India’s green energy goals.

Women Reservation and Jobs: A Calculated Move to Win Female Voters

Alongside the power reforms, Nitish Kumar made another major announcement  35% reservation in all state government jobs for women who are permanent residents of Bihar. This decision significantly shifts the government’s previous stance, particularly in light of criticism over the absence of domicile criteria in earlier recruitment drives. The women’s quota is expected to consolidate support among female voters, who have emerged as a powerful voting bloc in recent elections across India.

“35% reservation exclusively for women candidates who are original residents of Bihar in direct recruitment to all categories, levels, and types of posts in all state government services,” Kumar stated. This bold push for nari shakti is likely to resonate deeply with aspirational women voters, particularly from rural and semi-urban regions. Analysts say this is part of a larger BJP-JD(U) strategy to replicate successful female-focused campaign models seen in Uttar Pradesh and Madhya Pradesh.

One Crore Jobs & Skill University: A Youth-Focused Agenda

In another major policy declaration, Nitish Kumar promised to generate one crore employment opportunities for the youth over the next five years. He also committed to establishing a skills university in the name of socialist icon and former Chief Minister Karpoori Thakur. This step is aimed at addressing the twin challenges of unemployment and skill mismatch, which have been persistent concerns in Bihar.

The youth-centric announcements aim to bring aspirational young voters back into the NDA fold. At a time when the Opposition is struggling to present a coherent youth policy, the NDA appears focused on providing job-ready education and vocational training opportunities, positioning itself as the alliance of stability and progress.

Kumar has also asked the Education Department to expedite the process for conducting the fourth phase of the Teacher Recruitment Examination (TRE-4). With education being a key concern among middle-class families, this swift administrative move is expected to garner further goodwill.

An Election That May Reshape Bihar’s Future

This election is pivotal not just for Nitish Kumar, who is eyeing a record 10th term as Chief Minister, but also for the BJP, which is seeking to maintain its dominance in the Hindi heartland. The NDA’s strategy is clear: showcase governance, development, and delivery. With the announcement of free electricity, massive investment in solar energy, job promises, and women-centric policies, the BJP-JD(U) alliance is trying to cover all socio-economic bases.

For the BJP, Bihar is also a litmus test of its partnership with JD(U), particularly after recent phases of friction and reunification. Winning Bihar convincingly will not only boost its national narrative but also send a strong message ahead of key state elections in 2026 and the 2029 Lok Sabha battle.

The Opposition, meanwhile, has struggled to present a unified front or a strong CM face, leaving the NDA with a narrative advantage. With Nitish Kumar’s announcements receiving widespread coverage and public interest, the BJP is banking on showcasing him as a seasoned leader who delivers on promises.

NDA’s Welfare-Driven Campaign Gains Momentum

The recent flurry of announcements by Nitish Kumar is not mere electoral tokenism but a calculated welfare offensive with clear political intent. Free electricity for 1.67 crore households, 35% women’s reservation in state jobs, employment drives, and solar power generation are not only addressing Bihar’s grassroots needs but also reinforcing the NDA’s development-first identity. As Bihar heads into a crucial election, these initiatives could very well define the political momentum. If the BJP-JD(U) can translate these policies into votes on the ground, they are poised to script yet another victory  not just for Nitish Kumar, but for the larger NDA coalition that sees Bihar as a cornerstone of its national strategy.
