It’s been little over a month that the Centre moved to bifurcate the state of Jammu and Kashmir into two union territories, and rendered Article 370 ineffective, in what can be called the first phase of the major transition in the internal status quo of Indian affairs concerning Kashmir. While the liberals are yet to recover from the shock of the first phase, that is, the announcement and the security measures, Modi government has quickly shifted gears into what can be called the second phase, that is, the execution phase, and formed a three-member advisory committee to oversee the bifurcation of Jammu and Kashmir.
The three-member committee will look into the distribution of assets and liabilities between Jammu and Kashmir and Ladakh. Under the new J&K Reorganization Bill, the state of Jammu and Kashmir will be divided into two Union Territories – Jammu and Kashmir with legislature and Ladakh – without a legislature which will be effective from October 31 onwards. This move is aimed at ensuring a smooth transition towards a functional and efficient administration in the two union territories.
Former defence secretary Sanjay Mitra will be the chairman of the committee while retired IAS officer Arun Goyal and retired Indian Civil Accounts Service (ICAS) officer Giriraj Prasad Gupta will be the members of the committee. The Union government in a notification stated that the apportionment of the assets and liabilities of the existing state of Jammu and Kashmir shall be subject to the recommendations of the committee thus constituted.
Slowly and steadily, Jammu and Kashmir is limping back to normalcy with no casualty being reported yet. The government must be commended in the way it has contained terrorism in the region and has kept in check the usual suspects like the Abdullahs and the Muftis along with the Hurriyat who have the potential to seriously destabilize peace in the region.
While the left-liberal media and intellectuals, dedicated to overthrowing India’s security interests, continue to outrage over Modi government’s decision and manufacture falsehoods, Jammu and Kashmir is welcoming a new dawn as a significant improvement in attendance of teaching staff has been recorded and the student attendance is also gradually improving with the curfew being eased in most parts of the valley as prohibitory orders remain in force in only 10 of the 199 police stations across the state and over 90% of the geographical area of the state is now free of restrictions.

The announcement of the abrogation of article 370 and the subsequent planning to prevent law and order problems was just the first phase and the government passed the test with flying colours as it prevented terror activities in the last month. The Modi government has swiftly moved to the second phase – the execution phase to provide a seamless bifurcation and ensure peace and prosperity returns in the valley which was missing for decades.
