In a significant development, the Madhya Pradesh administration has invoked the National Security Act (NSA) against Congress councillor Anwar Qadri, who is currently absconding. The action follows allegations of his involvement in financing individuals to engage in religious conversions through deceitful marriages, as part of a wider criminal conspiracy.
Allegations of Financial Inducement for Religious Conversion
According to police officials, Qadri allegedly provided large sums of money to two men- Sahil Sheikh and Altaf Khan to lure Hindu women into relationships with the aim of converting them to Islam after marriage. Both men, now in police custody, reportedly confessed that Qadri had paid or promised lakhs of rupees for these activities. Sahil claimed he was given Rs 2 lakh, while Altaf said he received Rs 1 lakh, with further payment promised upon completing the marriage.
Their statements were recorded in videos that have since gone viral. The two were apprehended by members of Bajrang Dal while attempting to meet a Hindu woman in a public location.
Legal Action and NSA Approval
The NSA action was confirmed by Indore District Collector Asheesh Singh on July 1st, following a request by the local police. A case was first registered under various sections of the Indian Penal Code and the Madhya Pradesh Freedom of Religion Act at Banganga police station, with Qadri named as a co-accused in the rape and conspiracy charges.
The Sadar Bazaar police station compiled a detailed report, which was then submitted to the Collector. Citing the seriousness of the charges, as well as Qadri’s alleged history of repeated criminal conduct, the Collector authorized the imposition of the NSA, which allows for preventive detention in cases deemed a threat to public order.
History of Criminal Cases
Qadri, also known locally as “Anwar Dacoit,” reportedly has over a dozen criminal cases pending against him. The police have stated that his past conduct, combined with the present charges, indicate a persistent involvement in activities that could destabilize communal harmony and law and order in the region.
Reward Announced, Manhunt Underway
Qadri has been declared absconding, and an arrest warrant has been issued. Authorities have announced a reward of Rs 10,000 for information leading to his arrest. Police teams are conducting continuous raids and searches in an effort to locate him.
Addl. DCP Rajesh Dandotiya told reporters that the use of NSA was deemed necessary given the sensitive nature of the case and the need to prevent further unrest. He emphasized that efforts are ongoing, and the arrest is expected soon.

The case has triggered strong reactions across communities and political circles. While law enforcement maintains that the action is based on evidence and prior criminal history, the invocation of NSA against a sitting Congress councillor has drawn attention both locally and beyond.
