The “One Nation, One Subscription” (ONOS) initiative in India is poised to bring about a new age in knowledge access and academic success. This ambitious project, which has been approved by Prime Minister Narendra Modi-led Union Cabinet, is to empower students, researchers, and institutions worldwide in order to position India as a global hub for education and research. On the one hand, it will pursue interdisciplinary research, close gaps in academic resource availability, and make it easier for institutions to share knowledge; on the other hand, it will transform the academic environment.
Under ONOS, over 13,000 top-notch journals published by 30 leading international publishers will become directly accessible to all centrally and state-run higher education institutions in India. These would be brought onto a single platform, which would be coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university center under the University Grants Commission (UGC). Currently, ten separate library consortia manage the subscriptions of academic journals, leading to a fragmented and inefficient system. ONOS looks forward to consolidating such a structure by providing access to knowledge in an even more streamlined and efficient manner.

Unifying Access Across Institutions
ONOS will provide government-run higher learning institutions, from national institutions to universities and colleges, with equal access to a large list of academic journals and the research and development institutions of the central government. As such, the total number of institutions that will benefit is about 6,300 all over India. The scheme promises to break the barriers of research and education by offering universal access to journals based on diverse academic disciplines, thereby allowing every student and researcher the same opportunity for academic growth.
National Subscription Model
The scheme will work on a national subscription model, wherein central payments will be coordinated with the major international publishers of Elsevier, Springer Nature, Wiley Blackwell Publishing, and others by INFLIBNET. ONOS will directly handle payments and remove the burden of separate subscriptions that individual institutions have to pay for and manage, thus saving institutions this burden while remaining open to allocating their budgets to additional subscriptions of publishers not covered by ONOS, thus allowing more access to knowledge.
Financial Investment and Sustainability
An expenditure of ₹6,000 crore has been allocated for implementing the ONOS over the three years to 2027. That way, this expenditure will ensure the long-term sustenance of the initiative and thereby ensure that students and researchers continue to have access to premium academic resources. In addition to making access to international academic publications more affordable and equitable by combining resources and removing unnecessary subscription fees, ONOS enables institutions that previously couldn’t afford full subscriptions to now take advantage of top-notch information.

The launch of ONOS on 1 January 2025 will be a landmark in the academic life of India. The unified access to top journals under the scheme is expected to transform the overall research trajectory in India. From students and researchers from well-endowed institutions to those from poorly resourced colleges, research excellence will be furthered with fresh access to the latest findings and discoveries. This will lead to a conception of innovation, enabling quality research in the finest of disciplines.
ONOS will also encourage interdisciplinary studies by offering a common umbrella for collaborative research across academia, thereby breaking silos and encouraging a culture of cooperation.
