What is SSEPD?
During 2015-16, the Social Security and Empowerment of Persons with Disabilities Department (SSEPD) was split from the Workforce and Community Development Department. It has worked for the general development of disabled people from its founding, offering social security pensions, providing pension to poor and disabled people through a variety of carefully devised plans and programmes. SSEPD also covers programmes for senior citizens, those with disabilities, and transgender people.

How Indian Government dealt with disable persons
The former Ministry of Welfare was split into two departments in 1985-86: the Department of Women and Child Development and the Department of Welfare. Simultaneously, the Scheduled Castes Development Division, Tribal Development Division, Minorities and Backward Classes Welfare Division, and the Wakf Division from the Ministry of Law were moved from the Ministry of Home Affairs to form the then Ministry of Welfare.
In May of 1998, the Ministry’s name was changed to the Ministry of Social Justice and Empowerment. In addition, the Tribal Development Division was disbanded in October 1999 to form a new Ministry of Tribal Affairs. The Minorities Division, along with the Wakf Unit, were separated from the Ministry in January 2007, while the Child Development Division was transferred to the Ministry of Women and Child Development.

Despite the fact that the term “disability” appears in the Constitution’s State List in the Seventh Schedule, the Indian government has always been aggressive in the disability sector. It not only runs seven National Institutes (NIs) that deal with various types of disabilities and seven Composite Regional Centers (CRCs) that provide rehabilitation services to PwDs and run courses for rehabilitation professionals, but it also funds a large number of NGOs that provide similar services and a National Handicapped Finance & Development Corporation (NHFDC) that provides loans to PwDs for self-employment at concessionary rates of interest.
In addition, the Union Government is a signatory to the Beijing Proclamation on the Full Participation and Equality of People with Disabilities in the Asian and Pacific Region, which was adopted in December 1992, and the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), which took effect in May 2008.
The problem has gotten differing degrees of attention from various state governments. At the national level, disability being one of the many responsibilities of the Ministry of Social Justice and Equality, and being handled by only one bureau, has resulted in insufficient attention, as the majority of the Ministry’s time and energy is spent only on implementing Ministry’s own schemes, meeting expenditure and physical targets, and organizing annual time-bound activities like the National Awards for the Empowerment of Persons with Disabilities.
In 2015-2016, The government of Odisha divided the Social Security and Empowerment of Persons with Disabilities Department (SSEPD) from the Workforce and Community Development Department. That paved the way for new developments regarding the long unaddressed issue of disable persons.
