No passport security clearance and no govt jobs for anti-nationals of Kashmir including the infamous “Patharbaaz”

Modi-led BJP government is leaving no stone unturned for the safety and security of Jammu & Kashmir. Ever since the abrogation of Article 370 and 35-A of the Constitution, the government has ensured the development as well as the security of the Union territory to fight terrorism. Recently, the Jammu and Kashmir administration has stepped in with new rules for those who help terrorists or join their organizations at the local level.

The CID wing of the J&K Police has ordered to refute the security clearance required for passport and other government services of every individual involved in stone-pelting or insubordinate activities.

As reported by The Indian Express, the senior superintendent of police (SSP), CID, Special Branch (SB), Kashmir, directed all field units under it to ensure that a person’s involvement in law and order, stone-pelting cases, and any other crime prejudicial to the security of the Union Territory be specifically looked into during verification process related to passport and any other verification related to government schemes.

The J&K administration had already amended the rules in Jammu and Kashmir Civil Services (Verification of Character and Antecedents) Instructions, 1997. The amendment in the instruction ensures that no person can get a government job without a satisfactory CID report on the individual’s antecedents.

The in-service employees, as per the fresh amendment, will require re-verification from the CID. Additionally, the details of one’s postings and promotions since the joining date along with the details of jobs of one’s whole family will also be required.

As reported by TFI, earlier this year, the J&K administration issued an urgent order demanding the deputy commissioners of ten districts to submit details of all employees completing 22 years of service or attain the age of 48 by December 2021. The order also sought details about the involvement of the employees in political activity or in cases of law and order including militancy and stone-pelting incidents.

However, subsequent governments led by the likes of Omar Abdullah and Mehbooba Mufti have been accused of favouring those with radical thoughts against the Indian state, to amplify the separatist sentiments of the ruling parties.

The government has been making a lot of changes in the Union Territory of Jammu and Kashmir to make the lives of the people easier. Recently on July 20, Manoj Kumar Dwivedi, the Commissioner Secretary to J&K government, issued an order that states the rules to make the spouse of domicile certificate holder eligible for getting the certificate.

The order read, “In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read with section 15 of the Jammu and Kashmir Civil Services Act 2010, the government hereby directs in sub-rule (1) of rule 5 of the Jammu and Kashmir Grant of Domicile Certificate Rules 220, after S.No/Clause 6, the following shall be added.”

Domicile Certificate Procedure Rules, 2020 granted by Jammu and Kashmir government specifies the conditions and the procedure to obtain the documents required for applying to jobs and avail other privileges restricted to residents.

Now, the new rules brought by the Jammu and Kashmir administration for the local people and stone-pelters aims at saving the local people who are in the grip of terrorism under the influence of separatists. Through these moves, the government is trying to crack down on anti-India forces to neutralize the threat of terrorism. It can be assumed that this is another setback given by the Modi government to Pakistan.
