The Ford Foundation has brought an end to its decades-long presence at its historic Lodhi Estate office in New Delhi after the lease for the government-owned property expired, marking a significant development in the American philanthropic organisation’s long and often controversial relationship with India.
The foundation had occupied the premises at 55, Lodhi Estate since the 1960s. However, following the expiration of its lease, the Union government’s Land and Development Office initiated the process to recover the property. Reports indicate that the organisation moved out of the premises in February this year, with no forceful eviction taking place as the property was vacated by the foundation.
The development has drawn considerable attention because of the long history of the organisation’s operations in India and the scrutiny it has faced from successive authorities over its funding activities and links with Indian civil society groups.
The space previously occupied by the Ford Foundation has now been allocated to two international initiatives backed by India — the International Big Cat Alliance and the Global Biofuels Alliance. The Directorate of Estates, functioning under the Ministry of Housing and Urban Affairs, reportedly provided accommodation to the two organisations earlier this month.
The International Big Cat Alliance was launched by Prime Minister Narendra Modi in 2023 as a multinational initiative focused on the conservation of major wild cat species. The Global Biofuels Alliance was also introduced during India’s G20 presidency and seeks to promote international cooperation on sustainable biofuels.
The transfer of the Lodhi Estate space to the two India-led initiatives symbolises a major change for a property that had been associated with the American organisation for more than six decades.
The Ford Foundation has maintained a presence in India since the early years after Independence and has historically been associated with a range of development, agricultural, educational and social programmes. Its involvement in India, however, has increasingly become the subject of political and regulatory scrutiny, particularly over concerns regarding foreign funding and the activities of organisations receiving international support.
In 2015, the Union Ministry of Home Affairs placed the foundation under a regulatory watchlist. The action meant that its financial transfers to Indian organisations required prior government approval. The move followed concerns raised over the funding of certain organisations and activities that authorities believed required closer examination.
The foundation was subsequently removed from the watchlist in 2016, but questions surrounding foreign-funded NGOs and their role in India’s political and civil society landscape have continued to generate debate.
The Ford Foundation has also faced criticism from sections of the political establishment and media over its financial support for organisations involved in issues ranging from electoral reforms and human rights to journalism and public policy.
Critics have argued that foreign funding can sometimes influence domestic political discourse and create channels through which external interests seek to shape public opinion. Supporters of international philanthropic organisations, however, maintain that such funding plays an important role in supporting research, development and civil society initiatives.
The debate has become particularly significant in India as the government has tightened regulations governing foreign contributions. Authorities have repeatedly emphasised the need to ensure that foreign funding is not misused for activities that undermine national interests or violate Indian laws.
The Ford Foundation has figured prominently in this wider debate because of its global network and its longstanding involvement with institutions and organisations working in India.
The organisation’s departure from Lodhi Estate does not mean an end to its operations in the country. Reports indicate that the foundation has shifted its Delhi office to another location on Sansad Marg. However, the loss of its historic government-leased premises represents the end of an important chapter in its physical presence in the national capital.
The Lodhi Estate property itself holds architectural and historical significance. The headquarters was designed by American architect Joseph Stein, who was associated with several prominent post-Independence structures in Delhi. The wider premises have also been used by international organisations, including United Nations agencies.
For the Ford Foundation, the move comes at a time when the role of foreign philanthropic organisations in India remains under intense public and political scrutiny. The organisation’s history in the country has been marked by both developmental partnerships and sharp controversies.
The Ford Foundation has consistently projected itself as an organisation committed to advancing social justice and reducing inequality. Yet its critics have questioned the political consequences of some of the networks and organisations associated with international philanthropy.
The departure from 55, Lodhi Estate is therefore more than a routine change of address. It reflects the changing relationship between the Indian state and foreign-funded institutions operating within the country.
With the historic premises now being handed over to India-led international alliances, the Ford Foundation chapter at Lodhi Estate has formally closed after more than six decades. The organisation may continue its work from its new Delhi office, but its exit from one of the capital’s most recognisable institutional addresses marks a symbolic shift in an evolving debate over foreign influence, philanthropy, regulation and India’s national interests.
