A sweeping reshuffle across several Raj Bhavans has brought major changes to constitutional posts across India, with former Indian ambassador to the United States Taranjit Singh Sandhu appointed as the new Lieutenant Governor of Delhi. The appointment, made by President Droupadi Murmu, forms part of a broader overhaul that also sees R. N. Ravi transferred to West Bengal and several new governors appointed across key states.
Sandhu replaces Vinai Kumar Saxena in one of the country’s most politically sensitive administrative posts. Widely regarded as one of India’s prominent experts on the United States, Sandhu has served multiple diplomatic stints in Washington and held key assignments during his foreign service career. His transition from diplomacy to constitutional administration places a seasoned diplomat at the centre of governance in the national capital.
Resignations Trigger Leadership Changes
The reshuffle was triggered in part by a series of resignations that created vacancies in key constitutional positions.
In Ladakh, Kavinder Gupta stepped down from the post less than a year after assuming office. He had been appointed as the Lieutenant Governor of the Union Territory on July 14, 2025, after the resignation of B. D. Mishra was accepted by the President.
Following Gupta’s resignation, V. K. Saxena has been appointed as the new Lieutenant Governor of Ladakh. Gupta, a senior political leader from Jammu and Kashmir, previously served as Deputy Chief Minister of the state during the tenure of Mehbooba Mufti.
Ravi Appointed Bengal Governor
Another significant change occurred in West Bengal, where C. V. Ananda Bose resigned from his post and submitted his resignation to President Murmu earlier in the day. The Officer on Special Duty to the Governor confirmed that Bose had sent his resignation letter to the President.
Following his resignation, R. N. Ravi has been appointed as the new Governor of West Bengal. Ravi was previously serving as the Governor of Tamil Nadu, where his tenure was marked by frequent disagreements with the DMK-led state government.
The development immediately drew political reaction from West Bengal Chief Minister Mamata Banerjee, who expressed surprise at Bose’s sudden resignation and said she had not been consulted regarding the appointment of Ravi as his successor.
The timing of the decision carries political significance as it comes days before the expected announcement of election dates in West Bengal and several other states.
New Governors for Bihar and Maharashtra
The reshuffle also introduced leadership changes in other states. Syed Ata Hasnain has been appointed Governor of Bihar, replacing Arif Mohammad Khan.
Meanwhile, Jishnu Dev Varma, who had been serving as Governor of Telangana, has been appointed as the new Governor of Maharashtra.
Following Ravi’s transfer, Rajendra Vishwanath Arlekar has been given additional charge of Tamil Nadu.
Political and Administrative Significance
Taken together, the changes represent a broad realignment of constitutional offices across several politically important regions. The movement of governors and lieutenant governors across multiple states suggests a coordinated administrative reset following recent resignations and evolving political considerations.
