The Bharatiya Janata Party (BJP) has issued a three-line whip directing all its Lok Sabha MPs to be present in the House on March 11. The whip was issued by the party’s chief whip in the Lok Sabha, Dr Sanjay Jaiswal.
The whip states that several important legislative business items are scheduled for passage in the Lok Sabha on Wednesday, March 11, making it mandatory for all MPs to remain present throughout the day. The party has also instructed its MPs to support the government during proceedings.
Third Consecutive Day of Whip Issuance
Notably, this is the third consecutive day that the BJP has issued a whip for its MPs. The party had previously issued three-line whips for March 9 and March 10, directing members to be present during parliamentary proceedings.
The consecutive issuance of whips signals that the government aims to ensure full attendance of its MPs in the Lok Sabha, given the critical legislative business and potential voting scheduled in the House.
Possible Voting on No-Confidence Motion Against Speaker
Meanwhile, the opposition has tabled a no-confidence motion against Lok Sabha Speaker Om Birla, which could be voted on Wednesday. In addition, the House is expected to pass Demands for Grants and several key money bills, making Wednesday a significant day for parliamentary business.
The 18th Lok Sabha has a total of 543 seats, with 272 MPs needed for a simple majority. Currently, the BJP has 240 members, while the NDA alliance collectively holds about 293 seats. The INDIA alliance has roughly 234 MPs, with other smaller parties and independents filling the remaining seats.
Thus, while the BJP alone falls short of a majority by 32 seats, the NDA enjoys a clear majority with its allies. This underscores why the party is focused on ensuring the full attendance of its MPs to smoothly push forward government business and manage crucial votes.
What is a ‘Whip’ and Why is it Issued?
In Parliament, every party has a whip or chief whip responsible for maintaining party discipline, ensuring members are present at the required times, and voting according to the party line.
A Three-Line Whip is the strictest instruction a party can issue, directing MPs to mandatorily attend the House on a specific day or for a particular vote and to vote according to the party’s instructions.
When is a Three-Line Whip Issued?
A three-line whip is usually issued in high-stakes situations, such as a no-confidence motion against the government or Speaker, when passage of important bills or constitutional amendments, when money bills or budget-related legislation, when any voting where the government’s majority is critical.
Once a three-line whip is issued, MPs are required to attend the House unless there is an unavoidable reason and vote in accordance with the party line. Violating the whip can lead to disciplinary action, including possible suspension or expulsion from the party.
