Uttarakhand has once again succeeded in securing a major incentive from the Centre due to its remarkable performance and continuous reforms in the mining sector under Chief Minister Pushkar Singh Dhami’s government. The Union Ministry of Mines has granted Uttarakhand an additional incentive of ₹100 crore under the Special Assistance Scheme (SASCI) for the year 2025–26 for achieving excellence in Minor Mineral Reforms. Earlier, in October 2025, the state had received another ₹100 crore incentive for securing second place in the SMRI ranking. Thus, due to outstanding reforms and better policies in the mining sector, Uttarakhand has so far received a total of ₹200 crore in incentive grants.
In recent years, the state has focused heavily on mining reforms and implemented better policies, resulting in Uttarakhand securing the No. 1 position in the country in the mining sector. According to the latest office memorandum issued by the Centre dated 18.11.2025, the state has successfully implemented most of the reform measures related to the mining sector in a timely and effective manner. In particular, Uttarakhand has successfully completed 6 out of 7 major parameters related to Minor Mineral Reforms, earning it the first position.
The transparent and business-friendly policies adopted by the Uttarakhand Government in the mining sector have led to an unprecedented increase in government revenue. Strengthened management of the Mining Department and new policies have not only boosted the state treasury but have also provided employment to lakhs of people involved in the mining business and brought financial benefits to lakhs of traders and entrepreneurs associated with it. Local people and government executing agencies are getting construction material at affordable rates. Due to mining activities, employment opportunities have increased in the state and the local economy has gained momentum.
The Central Government, in its review report, has acknowledged that Uttarakhand is consistently progressing in the mining sector and implementing reforms at a rapid pace. In view of this performance, the Centre has issued an order through the Ministry of Finance granting an additional ₹100 crore to the state.
Among the states included in the order Nagaland, Jammu & Kashmir, and Uttarakhand—Uttarakhand’s performance has been recorded as the best. According to the Ministry’s order, all states have made the mining reform process more effective.
With this achievement, it is clear that the mining sector of Uttarakhand is proving to be a major source of revenue for the state government. Due to increasing transparency, better policy-making, and time-bound reforms, Uttarakhand is now establishing a strong and reliable identity in the mining landscape of the country. States like Uttar Pradesh, Himachal Pradesh, Jammu & Kashmir, and others are also following Uttarakhand’s mining policies.
