In a major international crackdown, the United States Federal Bureau of Investigation (FBI), in coordination with multiple local law enforcement agencies, has arrested eight Indian-origin men including Pavittar Singh Batala, a notorious gangster from Punjab wanted by India’s National Investigation Agency (NIA). The arrests are linked to a brutal gang-related kidnapping and torture case in California’s San Joaquin County.
The operation, carried out on July 11, 2025, involved five coordinated raids across the region, led by the San Joaquin County Sheriff’s AGNET Unit alongside SWAT teams from Stockton Police, Manteca Police, Stanislaus County Sheriff’s Office, and the FBI.
Who is Pavittar Singh Batala?
Pavittar Singh Batala is on the NIA’s most-wanted list for his alleged ties to Babbar Khalsa International (BKI), a proscribed Khalistani terror organisation. He is accused of involvement in multiple terror-related activities in India and had reportedly taken refuge in the United States to evade Indian law enforcement.
Authorities believe Batala and his associates continued to engage in criminal operations while in the U.S., extending their influence into gang networks active in California.
The Arrests
Besides Batala, the arrested include Dilpreet Singh, Amritpal Singh, Arshpreet Singh, Manpreet Randhawa, Sarabjit Singh, Gurtaj Singh, and one individual identified only as Vishal.
All eight men have been booked under serious felony charges, such as:
Kidnapping and torture
Unlawful confinement
Issuing criminal threats
Assault with a semiautomatic firearm
Witness intimidation
Additional weapons-related charges include:
Possession of a machine gun
Manufacturing and selling high-capacity magazines
Possession of a short-barrel rifle
Possession of an unregistered loaded handgun
The suspects are currently held at San Joaquin County Jail.

During the high-risk raids, law enforcement officials reportedly seized:
At least six firearms, including a fully automatic Glock
Hundreds of rounds of ammunition
Over $15,000 in cash
High-capacity magazines

This crackdown is part of the FBI’s ‘Summer Heat’ initiative, a nationwide campaign launched to dismantle violent gangs and suppress organized crime across American communities.
A statement from the San Joaquin County Sheriff’s Office noted: ‘This takedown reflects Director Patel’s commitment to the American people to crush crime and restore safety in neighborhoods across the country.’
A Growing Trend
The arrest of Pavittar Singh Batala brings renewed attention to the growing trend of Indian gangsters and terror suspects seeking refuge in North America. Notorious figures like Anmol Bishnoi, Goldy Brar, and Rohit Godara have also reportedly been operating from the U.S. and Canada, using these countries as safe havens while orchestrating crimes back in India.
Indian intelligence agencies have long warned of the evolving Khalistani-criminal nexus that exploits international borders and weakens legal cooperation mechanisms between countries.
India’s Response
Indian authorities are expected to formally request extradition of Batala and possibly the other suspects. With mounting pressure from security agencies and political leadership in India, this case is likely to further intensify the global debate on transnational crime and terrorism.
