BJP MP Nishikant Dubey has launched a fresh wave of accusations against the Congress party, invoking Cold War-era intelligence reports and linking top opposition figures to alleged foreign influence, corruption, and espionage.
In a recent social media post, Dubey referred to a declassified CIA document from 2011, alleging that during the Soviet era, over 150 Members of Parliament from Congress were financially supported by the USSR. He claimed these MPs operated under the guidance of the late Congress leader HKL Bhagat and served Soviet interests on Indian soil.
“This CIA document confirms that more than 150 Congress MPs were financially backed by the Soviet Union. They weren’t just influenced—they acted as agents under HKL Bhagat,” Dubey wrote on X (formerly Twitter).
He further alleged that during this time, Soviet intelligence had a significant presence in India, with over 1,100 operatives allegedly influencing senior bureaucrats, corporate entities, journalists, left-leaning parties, and policy-makers. According to Dubey, these operatives worked to shape India’s domestic and foreign policy in line with Soviet interests.
Dubey also claimed that certain Indian journalists were indirectly working for the USSR, citing reports of 16,000 articles supposedly planted in Indian media by Russian handlers to control narratives.
He singled out former Congress leader Subhadra Joshi, alleging that she received ₹5 lakh from the German government as election funding and was later appointed president of the Indo-German Forum after losing the polls.
“Was India sovereign or merely a pawn for foreign players? Were we being run by agents, brokers, and ideological slaves? The Congress must answer, and this must be investigated,” Dubey stated.
Dubey’s Recent Claims
This is not the first time Nishikant Dubey has made high-profile allegations against the opposition. Over the past two years, he has repeatedly targeted Congress and its allies, claiming deep-rooted foreign interference and unethical conduct.
1. Alleged Foreign Funding to Congress-Linked NGOs: Speaking in Parliament in early 2025, Dubey claimed that several NGOs affiliated with the Rajiv Gandhi Foundation received foreign funds from agencies like USAID and George Soros’s Open Society Foundations. He alleged that the money was used to support protests against the Agniveer scheme, promote caste-based census campaigns, and indirectly aid far-left or extremist ideologies.
2. Claims of a Soros-Led Disinformation Network: In December 2024, Dubey accused international financier George Soros and media watchdog OCCRP (Organized Crime and Corruption Reporting Project) of collaborating with Congress leaders to destabilize India politically and economically. He alleged that anti-government narratives were being strategically disseminated by foreign-funded entities, and called for questioning Rahul Gandhi on the matter.
3. China-Congress Link Allegation: Earlier in 2023, Dubey referred to foreign media reports while claiming that the Congress party had received undisclosed financial contributions from China between 2005 and 2014. He suggested these funds were intended to manipulate Indian policy and create internal divisions. His remarks sparked heated exchanges in the Lok Sabha, with Congress demanding that his statements be removed from official records.
Despite the severity of these claims, the Congress party has yet to issue a formal response to Dubey’s latest allegations. While some of his accusations have sparked parliamentary debates and media scrutiny, no official investigation has yet confirmed the claims.
