New relaxations in the recruitment process for former Agniveers in CAPFs.

In the midst of debates and controversies over the Agniveer scheme, the Central Armed Police Forces (CAPFs) have made a significant announcement. Following the Ministry of Home Affairs’ directives, CAPFs have reserved positions for former Agniveers and have provided some relaxations in the recruitment rules. This announcement comes amidst the questions and concerns that have arisen due to the Agnipath recruitment scheme. In this article, we will discuss the various aspects of this announcement, the government’s directives, and the controversies surrounding the Agnipath scheme.

10% Reservation Announcement

On July 12, the Ministry of Home Affairs reiterated that there would be a 10% reservation for former Agniveers in the Central Armed Police Forces (CAPF). This announcement came at a time when opposition parties and even some allies of the BJP were raising questions about the Agnipath scheme, particularly regarding the future of the 75% of Agniveers who would not be retained after four years of service.

Steps Taken by CAPFs

The heads of the Central Armed Police Forces have announced their readiness to include former Agniveers in their forces. They stated that this step would provide them with trained and disciplined personnel.

CISF’s Move

Neena Singh, the Director General of the Central Industrial Security Force (CISF), announced that the CISF would reserve 10% of positions for former Agniveers in all future constable appointments. She also mentioned that former Agniveers would receive relaxations in physical tests and age limits. The age relaxation will be five years in the first year and three years in subsequent years.

BSF’s Announcement

The Director General of the Border Security Force (BSF), Nitin Agarwal, also announced a 10% reservation for former Agniveers in the BSF. He called it a very positive step, as it would provide the forces with well-prepared soldiers.

Announcements from Other Forces

The heads of the Central Industrial Security Force (CISF), Sashastra Seema Bal (SSB), and Railway Protection Force (RPF) also announced similar reservation plans for former Agniveers. The SSB stated that the first batch of Agniveers would receive a five-year age relaxation and would be exempt from the Physical Efficiency Test (PET).

Government Directives

This announcement aligns with promises made by the Modi government in December 2023. At that time, the Minister of State for Home Affairs, Nityanand Rai, mentioned the creation of a new category ‘Former Agniveer’ for recruitment as constables (general duty)/riflemen in CAPFs and Assam Rifles (AR), which would include a 10% reservation of vacancies and a three-year upper age limit relaxation.

Controversies over Agnipath Scheme

The Agnipath scheme, launched in June 2022, recruits young individuals aged 17.5 to 21 years for a four-year service period. Recently, during the Parliament session, the opposition criticized the government over this scheme. The leader of the opposition in the Lok Sabha, Rahul Gandhi, accused the government of treating Agniveers as disposable laborers.

Response from the Defense Minister

Defense Minister Rajnath Singh refuted these allegations, urging the Congress not to mislead the country. He stated that an Agniveer who sacrifices his life in service receives compensation of Rs 1 crore.

Army’s Response

The Indian Army also dismissed Rahul Gandhi’s claims, stating that a payment of Rs 98.39 lakh had already been made to the concerned family, and an additional ex-gratia amount and other benefits, totaling around Rs 67 lakh, would be paid soon after police verification.

Cracks in NDA

After the National Democratic Alliance (NDA) won the 2024 Lok Sabha elections, cracks began to emerge in the alliance as Nitish Kumar’s Janata Dal-United (JD(U)) and Chirag Paswan demanded a review of the Agnipath scheme.

Critics of the Scheme

The Agnipath scheme has faced strong opposition since its inception, leading to widespread protests in states like Punjab, Himachal Pradesh, Haryana, Uttar Pradesh, Uttarakhand, Bihar, and Rajasthan. Critics argue that the scheme creates a lower-tier category of soldiers who receive lower pay, benefits, and opportunities compared to fully commissioned soldiers.

Concerns of Veterans

Veterans of the armed forces have also expressed concerns over the Agnipath scheme. Retired Major General G.D. Bakshi tweeted that the scheme would turn the Indian armed forces into a short-term semi-constitutional force. Retired Lieutenant General Raj Kadyan, former Deputy Chief of the Army Staff, also stated that in the event of war, a person thinking about post-four-year service might not be fully committed to sacrificing his life.

Conclusion

The announcement of reservation and relaxations for former Agniveers by CAPFs is certainly a significant step. It will provide the forces with trained and disciplined personnel, enhancing their efficiency. However, the controversies and criticisms surrounding the Agnipath scheme indicate that there is a need for serious consideration and review of its long-term impacts. The government and concerned authorities should take all aspects into account to make the scheme more effective and beneficial.
