Just weeks after the NDA government was sworn in, Andhra Pradesh Chief Minister N. Chandrababu Naidu, head of the TDP, the second largest party in the coalition, visited the Capital. His agenda included a long list of requests ranging from short-term funds and additional capital expenditure support for infrastructure to money for Amaravati and a new oil refinery. He proposed that some of these announcements be included in the Union Budget.

Meeting with PM Modi

According to sources within the Andhra Pradesh government, the meeting between Prime Minister Narendra Modi and Naidu was “very positive and focused on favorable outcomes for the state.” They did not specify whether there was a direct demand for a financial package. Naidu emphasized how Andhra Pradesh is struggling with the fallout from the unfair bifurcation of 2014. He also highlighted the poor governance of the previous administration, marked by corruption and mismanagement, which has exacerbated the state’s difficulties.

Request for Financial Support

During his meeting with the Prime Minister, Naidu passionately appealed for the central government’s financial aid to navigate Andhra Pradesh through its current crises and to catalyze targeted development initiatives in underdeveloped regions. Emphasizing the pivotal role of financial assistance, Naidu underscored its necessity in mitigating the challenges stemming from historical injustices and administrative shortcomings. His plea reflected a strategic vision aimed at bolstering infrastructure, boosting economic opportunities, and fostering social equity across the state. Naidu’s proactive approach highlighted his commitment to steering Andhra Pradesh towards sustained growth and resilience amid formidable challenges.

Naidu’s Extensive Wish List

Naidu’s list of requests from the central government spans several pages. It includes short-term assistance and additional funds under the Scheme for Special Assistance to States for Capital Investment, aimed at building essential infrastructure. Among the specific projects listed are the government complex and trunk infrastructure in Amaravati, the Polavaram irrigation project, and the development of Duggirajupatnam port.

Naidu’s Meetings with Other Ministers

Naidu also met with several key ministers, each with specific demands and requests for the state.

1. Meeting with Amit Shah: During his meeting with the Home Minister, Naidu discussed the division of assets with Telangana, the bifurcation of various institutions, and the resolution of financial issues between APGENCO and Telangana power distribution companies.

2. Meeting with Nitin Gadkari: Naidu sought support for road projects in Andhra Pradesh.

3. Meeting with Piyush Goyal: Naidu requested grants for building infrastructure in four industrial nodes.

4. Meeting with Hardeep Puri: Naidu asked for the establishment of an oil refinery by state-run BPCL in accordance with the AP Reorganisation Act of 2014. He suggested that an announcement by Finance Minister Nirmala Sitharaman would be beneficial for increasing the country’s refinery capacity.

5. Meeting with Manohar Lal: Naidu proposed promoting Vizag-Kakinada as a green hydrogen hub.

6. Meeting with Shivraj Singh Chouhan: Naidu discussed agricultural projects and funding.

7. Meeting with Arvind Panagariya: Naidu addressed financial matters with the 16th Finance Commission chairman.

Focus on Amaravati

Amaravati, envisioned by Naidu as Andhra Pradesh’s new capital following Hyderabad’s loss to Telangana, stands central to his priorities. The ambitious development of its government complex and essential infrastructure necessitates significant financial backing from the central government. This initiative aims not only to establish a functional administrative hub but also to spur economic growth and enhance the state’s overall infrastructure landscape.
