Railway Recruitment Board (RRB), the recruitment arm of the railway that conducts examinations for Group C and Group D hiring, is under the scanner for massive discrepancies in the recruitment process. Three years down the line when the result of the RRB-NTPC (Non-technical popular posts) was released, the students who cleared the first round of Computer-Based Tests (CBT) are being asked to sit for another round of exam of higher difficulty called CBT-II.
Moreover, the students have reservations over cut-off marks and over RRB’s decision to have the same recruitment process for 10+2 candidates and graduate candidates. The RRB gave the same test paper to both intermediate and graduation candidates while keeping the qualifying cut-off different, basically discriminating against the students who do not have a graduation degree. The students have many other complaints about the recruitment process and this led to angry protests as well as damage to public property in the districts of Gaya, Jehanabad, Bhagalpur, Sasaram, Samastipur, Chhapra, Sitamarhi, Patna, and Bhojpur.
The Railway has realised its mistake over the discrimination towards the students based on their graduation and the railway minister said that a committee has been formed to look into the matter.
Addressing a press conference, Vaishnaw said. “I urge the candidates to put forth their grievances formally. Our intention is to resolve this issue quickly. A committee has been formed and it will examine representations by the candidates.” He also urged protesters not to destroy public property.
However, the railway has also made it very clear that there will be no recruitment without CBT-II so the students will get concession regarding the degree only.
In a clarification issued the day after the results of CBT-I, the RRB said: “It is reiterated that the procedure for shortlisting of candidates for the second stage computer-based test (CBT) had already been given elaborately under Para 13 of the original notification i.e., CEN 01/2019 published on 28.02.2019).”
“While the first stage CBT was a common examination for all the candidates, Para 13.2 of the notification clearly states that in the 2nd stage CBT there would be a separate examination for each group (viz., Levels 2, 3, 4, 5 and 6) with differing graded levels of difficulty. Accordingly, all posts falling within the same level shall have a common 2nd stage CBT.
Therefore, if a candidate is eligible and has opted for more than one level (as per educational qualification), he/she will have to appear in the corresponding 2nd stage CBT for each level as given in Para 13.6 since the standard (difficulty level) for each group of posts will be different (i.e., of graduate or undergraduate level),” it added.
The Railways have been going through a process of intense reforms and innovation. With a number of new premium trains boasting of high-class service and better speeds being introduced, it is only natural that the Railways would require a larger number of employees to ensure smooth operations.
Moreover, the incumbent government has been particular about infrastructure development especially in the isolated regions of the country. As the Railways start operations in new areas, a greater workforce would definitely be required to manage its operations. And the ongoing recruitment will help Railway to improve its operations.
