Following the imposition of President’s Rule in Manipur, Governor Ajay Bhalla has issued a seven-day ultimatum for all to surrender looted and illegally held weapons. He has also assured that no punitive action will be taken against those who adhere to the directive and surrender illegal firearms. The move aims to restore peace and normalcy in the violence-hit state.
Call for Peace and Disarmament
In an official statement on Thursday, Governor Bhalla urged people from all communities, especially the youth in the valley and hills, to voluntarily surrender weapons and ammunition at the nearest police station, outpost, or security forces camp.
“In the greater interest of restoring normalcy, so that people can return to their day-to-day activities, all communities must come forward to ensure cessation of hostilities and maintenance of peace and order,” Bhalla stated.
The governor acknowledged that for over 20 months, people across Manipur have suffered due to violent incidents that have severely impacted communal harmony. He further stressed that giving up illegal arms would go a long way in ensuring long-term peace in the state.
No Penalty for Compliance; Strict Measures After the Deadline
Governor Bhalla reassured that those who returned looted weapons on a voluntary basis would not be legally sanctioned within a period of seven days. However, he warned that strict action would be taken against anyone found possessing illegal arms after the deadline.
“Your single act of returning these weapons can be a powerful gesture towards ensuring peace,” Bhalla said, urging individuals to contribute to the larger goal of stability and security.
President’s Rule and Political Developments
Last week, the central government imposed President’s Rule in Manipur, suspending the state assembly, following the resignation of Chief Minister N Biren Singh. The move came nearly two years after ethnic violence first erupted in the state.
The unrest began in May 2023, with clashes between the Meitei community in the Imphal Valley and Kuki groups along the surrounding hill areas. This conflict has caused more than 250 deaths, with thousands displaced.
Efforts to Restore Normalicy
This gun surrender call forms part of more extensive efforts to de-escalate tensions and open lines of communication between the warring communities. The administration in co-ordination with security forces aims to stabilize the region and prevent further outbreaks of violence.
Authorities believe that with the ultimatum complied with and provisions made for peace and rehabilitation, displaced persons can safely return to their homes.
