Human Rights Watch report: With century-old social and political evolution, it can be clearly deduced that a country needs a government to craft policies and maintain law and order for its people. Interest articulation, aggregation and communication, duties of civil society too come with a responsibility. Ignoring this responsibility, some international non-governmental organisations depressed with India’s growth, are busy in defaming the nation with their reports.
Steps for minority upliftment
Human Rights Watch, an international non-governmental organisation in its recent world report has published an Indian chapter. The chapter reports the series of event took place in 2022. The Human Rights Watch report creates a narrative of inhumane atrocities on minorities while the ground reality is completely different.
M.A. Naqvi, former union minister of minorities, placed a document of minorities welfare on the table in Rajya Sabha. Out of 2.31 crore beneficiaries under PMAY, 31 per cent houses were built in minority dominant areas, 33 per cent of PM Kisan Samman Nidhi beneficiary are minorities. 37 per cent share of 9 crore beneficiaries under Ujjwala yojana are also minorities.
The Minority Affairs ministry annual report for FY21-22 reveals that government has proposed a budget of Rs. 2155.99 crores in more than 8 education and educational infrastructure policy which include PM Jan Vikas Karyakram and Nai Udaan. ‘Nai Udaan’ scheme provides free UPSC coaching, as a result of which 904 student qualified preliminary examination. For skill development of minorities government approved a budget of Rs. 276 crore under ‘sikho aur kamao’ scheme.
Jammu & Kashmir
The analysis of Human Rights Watch Report proceeds with Jammu and Kashmir along with the impunity of security forces. The report presents the data of killings in J&K with 172 (75%) militants. But just on the basis of gossips it adjudicates that the militants included some civilians. It also raised concern about the absolute rights of security forces but ignored the local conditions.
Infiltration by Pakistan and radicalisation of the people worsened the development and peace of Kashmir which the government is trying to get back on track. After the abrogation of article 370, the infiltrations fell from 139 incidents to 34 incidents in 2021. According to IB minister Anurag Thakur’s statement, the terror incident in Jammu and Kashmir have reduce to 168 per cent while the conviction rate in terror funding is over 94 per cent.

Unbiased Tribal and religious analysis
The Human Rights Watch report looks completely biased when it talks about the BJP leader’s remark on Prophet Muhammad. Nupur Sharma is blamed for the speech and the government is criticised for inappropriately dealing with the subsequent protest. But the report finds no mention of the Jodhpur incident, where a tailor was beheaded after his son shared a post in support for Nupur Sharma.
Dalits and Tribals as a community are one of the biggest beneficiaries of the Modi government’s policy. But the report fails to justify the tribal issues just because of their anti-India prism of watching the developments. While most of the barriers to the development of northeast are resolved by the government, UGC has planned to translate books in tribal language. Eklavya model residential school is a unique step of the government to mainstream the tribal people. As a proof of consequences, PIB report states that the literacy rate of tribal population has increased to 70.1per cent.
While seeking example of Mohammad Zubair among others, the report targets freedom of expression. But as usual it again ignores the Hindu majority’s sentiments that are always targeted. It ignores that the same freedom of expression is exploited against majority when the poster of a documentary portrays Hindu goddess Maa Kali ‘smoking’. Our investigation agencies are taking strict actions on the corrupt and traitors but it is projected by the report as a threat to freedom of association.

Anti-human report of Human Rights Watch
The report is completely critical to India. India as a democratic country welcomes any type of positive criticism. But the sheer biased criticism based on the anti-India agenda, overlooking the positive aspects will only lead to these reports being trashed.
Apart from that, the report also manipulates the facts when it comes to inhumane treatments of majorities. So, it is an irony that a report published by a human rights organisation is anti-human and anti-India.
