Ashwini Vaishnaw shows the door to ‘sarkari babu’ in style

Working in a Government job in India is a privilege because of the essence of the service. But that position was misused because of the unchecked and careless attitude of the UPA government towards the officers. The power drunk leaders considered India as their personal property and got busy participating in scams and ultimately became the hallmarks of corruption.

How India suffered at the hands of politics

The poor administration of erstwhile governments led the government employees working in an arbitrary manner. From the guy sitting on the lowest pedestal in government offices to major faces in government bodies, plethora of them became synonymous to bad work ethics and corrupt moral values.

The Government bodies in office, be it be at state level or at the centre, started restricting themselves only to the legislation and policy formation stage. Their on-ground connectivity with the common masses started to erode.

The repercussions of these actions soon started rearing their ugly heads. The phenomena of unrest and untrust started to prevail among the masses. People completely lost hope in the administration and government bodies started to become a sign of monopoly.

From opening an account in the bank to getting admission in schools, corruption and carelessness towards work were the biggest problems. The situation was so hopeless that the administration system was pronounced as ‘licence raj’ and sometimes the court used the term ‘jungle raj’ to better define them.

Start of a change in politics as well as administration

But things changed for good after 2014, when a politically stable government with a determined vision came to power. The determination of PM Modi can be analysed from his advice to his ministers where he asked them to reach their offices by 9:30 AM. According to him, this would set an example for others. Backed by strong political willpower of PM Modi, union minister Ashvini Vaishnaw has now taken bold steps to reform the executive work culture.

Communication and Information Technology minister, Ashvini Vaishnaw is following the Modi government’s zero tolerance policy against corruption. He has forced 10 senior officials of the Telecom Department, who were suspected of corruption and negligence, to retire. The government has used its power under CCS Pension (Rules) 1972. This dismissal comes as big news as 9 out of the 10 retired officials worked on Directorial levels.

Although, this is not the first time when Vaishnaw has taken such bold steps. Previously, he had asked 40 railway officers to retire due to their bad performance and other suspicious activities. Similarly, in a meeting held after the cabinet allocated funds to revive the decaying BSNL, he voluntary retired a senior official of BSNL who was caught sleeping during the meeting hours.

Modi government’s style of reformation

If we specifically talk about BSNL, it is India’s first telecom company. It could have been a competitive entity against private sector telecom service providers. But it failed to do so, simply because more than half of the expenditures were lost on its workforce. The same workforce which was habituated to the treatment of ‘sarkari babu’ culture.

The Government acknowledged that in order to reform this very ‘sarkari babu’ system, a two-sided effort was needed. While keeping checks on the employees, the government also empowered the people so that they become active while seeking the government’s services.

The Government has used the model of e-governance which connects the complete hierarchy of administration to the people. Being proactive in introducing technology along with reforms, the Modi government aims to improve the work culture in the interest of the common citizens.

Steps like these not only pose a deterrence to government employees who are involved in malpractices but also raises a sense of hope in the masses. With such incidents coming to light, public has once again started seeing a ray of hope in the government and the administration.

However, this is just a start, as there still are a lot of challenges in the path of reforming executive work culture. But as the means is justified so will the end be justified.
