Delhi LG’s nod to CBI probe into DTC bus scam will open Kejriwal’s dirty closet

The so-called crusader against Corruption, AAP, is marred with a gazillion cases of corruption and several of its ministers are behind bars. The new developments suggest that AAP leaders are in troubled waters.

CBI to probe DTC bus scam

Following a zero-tolerance policy against Corruption, the Lieutenant Governor Vinai Kumar Saxena is taking a slew of measures to unearth shoddy deals eating into tax payers’ money. After exposing several irregularities and alleged scam in the Kejriwal government’s controversial and tainted Excise Policy, a new case of corruption has emerged. Evidently, LG VK Saxena has approved a CBI probe in the alleged DTC bus scam which is a thorn in the eye for the Arvind Kejriwal government.

The CBI will conduct an inquiry into the alleged DTC bus scam in the purchase of 1,000 low-floor buses by Delhi Transport Corporation (DTC). This decision is a follow up to the recommendations given by the Chief Secretary Naresh Kumar.

As per media reports, the Lieutenant Governor had sent a complaint to the Chief Secretary in July. The Chief Secretary had submitted his detailed report to Delhi’s LG in August.

In his report, the Chief Secretary Naresh Kumar highlighted serious discrepancies in the tender process for purchasing buses. The report stated that there is a gross violation of CVC guidelines and general financial rules. It added that DIMTS was deliberately made a consultant to hide the discrepancies in the tender process.

Earlier, in June, LG had received a complaint flagging the appointment of Transport Minister Kailash Gahlot. It alleged that appointment of Kailash Gahlot as the Chairman of the Committee for tendering and procurement of buses by the Delhi Transport Corporation was a premeditated move. Moreover, the complaint alleged that the Delhi Integrated Multi-Modal Transit System was appointed as a bid management consultant for this tender with the aim to facilitate wrongdoing.

Politics over the CBI probe

Following the decision of CBI probe in the alleged DTC bus scam, BJP went aggressive against the AAP government. It accused the Kejriwal government of being neck deep in corruption. It claimed that Arvind Kejriwal has become synonymous with corruption.

BJP National Spokesperson Gaurav Bhatia alleged that AAP government intentionally bypassed L1 bidder to favour a company aligned to its cause. He accused that the consultant was employed to funnel money to AAP’s top boss Arvind Kejriwal.

BJP leader Bhatia said, “To make people feel that everything is happening in a transparent manner, they (the Delhi government) appointed a consultant. There is an organisation called DIMTC which was made the consultant. It consulted on how the rupees accrued through extortion, the black money and the pink vehicles can reach Arvind Kejriwal and corruption is completed. The L1 was a reputed firm. But it wasn’t in cahoots with L1. An honest company was not ready to give the money of the people to these corrupt ones. That’s why it called its favourite company- JMB for talks”.

As usual, AAP started crying foul in the case. It claimed innocence stating that the tender was cancelled and no buses were purchased at all. It brazenly launched an attack against the LG for giving a nod for CBI probe in the alleged DTC bus scam. It deployed its usual shoot and scoot strategy against Delhi LG VK Saxena.

Every development in the alleged Bus scams is somewhat similar to that in the Excise Policy in which the Kejriwal government took a sharp U-turn to cancel its controversial Excise Policy. The knee jerk and desperate U-turn smelt of Corruption in the Liquor policy. Ironically, the Delhi government is echoing the same thing in this case that it had cancelled the Bus tender and hence no corruption happened in the case. But it forgot that intentions and abridging laws for personal gains or favouring someone also tantamounts to Corruption. It can’t run away by merely claiming  itself innocent, rather it has to come out clean or be ready to face the music of law just like its Health Minister and others did for their alleged scams.
