Establishment of SEBA ORG Board in Assam
The Assam Secondary Education Act of 1961 created a Board of Secondary Education (seba.org) to oversee, improve, and regulate secondary education in the state. It first opened its doors in 1962, administering the 11-year HSSLC test. According to the Act’s requirements, the Board was created by the Government of Assam, with Sri S.C. Rajkhowa, D.P.I., Assam, as Chairman and Md. N. Islam, Inspector of Schools, as Secretary.
Scope of SEBA Org
The territory of the erstwhile State of Assam, which included the whole North East portion of the country, was under SEBA’s jurisdiction. SEBA’s authority was reduced as the provinces/states of Meghalaya, Nagaland, Manipur, Mizoram, Tripura, and Arunachal Pradesh were formed out of Assam at various times and established separate/own Boards of School Education. Currently, the Board’s jurisdiction extends to the entire state of Assam.

Development of the state board
The seba org met for the first time at the Conference Room of the D.P.I., Assam headquarters in Shillong. It was relocated to a rented residence in Rehabari (Guwahati). From June 1, 1962, through February 26, 1963, the Board of Directors met here. The Board office was thereafter relocated to Gauhati University’s former Panbazar site (previously Cotton College’s New Hostel campus), where it operated from 27 February 1963 to 15 January 1976.
During 1965 to 66, a portion of the office was housed in Bhagawati Prasad Baruah Bhawan, which housed the Chairman, Education Officers, and the Evaluation Unit.
On January 16, 1976, the Board office was relocated to an Assam-style structure built on its own property at Bamunimaidan, Guwahati-21.
Sri H.N. Talukdar (Hon’ble Education Minister of Assam) presided over the inaugural ceremony, with Sri Sarat Chandra Sinha, Hon’ble Chief Minister of Assam, as chief guest. The current site, consisting of 6 bighas of land, was given to the Board by the Assam government in 1965.
Sri D.K. Barooah, the then-Education Minister, leased these 6 bighas to the Board for 99 years. The seba org signed the lease by paying an advance rent of Rs.1 (one) lakh for the entire term. In 1989, the current multi-story structure (plinth area 1575 sq. meters) was completed along the side of the Assam style building.
