After the Taliban took over Afghanistan, Pakistan started relocating its terrorist camps actively against India, shifting them to the eastern and southern parts of Afghanistan. The biggest reason behind shifting terror camps from Pakistan to Afghanistan is that Pakistan wants to avoid possible action of the Financial Action Task Force (FATF).
Pakistan had displaced many camps of Lashkar (LeT) to the eastern area of Afghanistan, while the camps of Jaish (JeM) have shifted to the southern part of Afghanistan. “The Pak’s ISI operatives are playing a key role in running LeT /JeM terror networks and coordinating with Taliban- Haqqani network,” said a highly placed source deputed in the central security establishment as reported by Zee media.
Pakistan’s Jaish-e-Mohammed has been deploying senior commanders and trained cadres for Taliban operations in Afghanistan. Training courses are being organised at JeM regularly, particularly in Peshawar, for sending them to Afghanistan. There has been an increase in the presence of terrorists at launch pads near LoC in Pakistan-occupied Kashmir (PoK). Terrorists are trying to infiltrate through the international border, connected to Jammu so that region can be targeted as per the latest intelligence input. Some of the Taliban shadow commanders are associated with JeM which could be a possible reason for the same.
“JeM shares symbolic relation and sustained operational synergy with Afghan Taliban. JeM has also been regularly providing trained cadres to assist the Taliban,” said the source.
The arms that have fallen into the Taliban’s hands are being diverted to JeM and LeT. ISI is conspiring against Indian security forces in Jammu and Kashmir.
Since January 2021, 92 terrorists have been killed by Indian security forces in Kashmir, out of which 12 were foreign terrorists. Pakistan is somehow trying to create a narrative that the Taliban have reformed now.
Back in June, Pakistan’s hopes seemed to be shattered when it was lambasted for terrorism and was listed in the ‘Increased Monitoring List’ also called the ‘Grey List.’ It was not very surprising, as Pakistan is well known for providing shelter to several terrorist groups, the FATF wants to be prosecuted and punished. Pakistan is also the chief element impeding the return of peace to war-torn Afghanistan once the United States fully withdraws itself from there.

According to the US’s Country Report on Terrorism 2019, Pakistan has not taken any concrete steps to eliminate terrorist groups operating deep-rooted in its soil. The report noted that “Pakistan continues to act as a haven for some regionally-focused terrorist groups.” This has allowed terror groups to conduct attacks against Afghanistan, including the Afghan Taliban and HQN, as well as the terror attack groups on India, which include Lashkar and its affiliated front organizations, and Jaish, which are all operating from Pakistan.” In its report, America has described Pakistan as a threat to both Afghanistan and India. Seems like in an attempt to escape FATF blacklisting, Pakistan is trying to shift its camps from its territory to Afghanistan, to declare itself as a terror-free zone.
If Pakistan uses these networks to launch one more anti-India attack, India must respond strongly and take back the POK.
