Abdullahs and Muftis can’t speak a word about 370 for the next 365 days

The Modi government has been very cautious with the security situation in Kashmir valley after the abrogation of Article 370. It was clear that the separatist leaders in the state and pro-Pakistani elements could have resorted to obnoxious propaganda in an attempt to incite hatred and anti-India sentiment in the valley. Some of those who were detained citing such security threats in the valley have been released in the past few weeks.

While many such leaders have been released, the Modi government remains conscious of the security threats that could crop up and as per a recent report, the detainees have been released but only on the condition of signing a bond that prohibits them from making any comments, issuing statements, giving public speeches or participating in any public event “related to the recent events in the state of Jammu and Kashmir” for a period of one year. The bond makes it clear that any public statements by the leaders have the “potential to endanger the peace and tranquillity and law and order in the state”.

The bond is not a standard document rather it is reported to be a modified version of the standard document that a person likely to commit breach of peace has to sign in accordance with the provisions of Section 107 of the Code of Criminal Procedure, 1973. In addition to undertaking not making any public statements for a period of one year, the detainees will have to deposit a sum of Rs. 10,000 as “surety” and an additional Rs. 40,000 in case any conditions of the bond are violated.

Some of the prominent detainees such as Abdullah’s sister Suraiya, his daughter Safiya among 11 other women have signed the bonds not to commit breach of peace. They have furnished a personal bond of Rs. 10,000 and an additional security of Rs. 40,000 each under Section 107 of the Cr.P.C.

The left-liberal cabal went up in arms after the reports of the potential detainees signing the aforementioned bond came out. They indulged in anti-Modi propaganda on expected lines. However, the fact remains that this step has been taken keeping in mind the sensitive security situation of the valley. Pakistan has been trying to incite hatred among the people of the valley and has even gone on to the extent of bringing up the communal agenda.

The underlying object behind requiring the detainees to sign a bond and furnish additional security is to ensure that the separatist, pro-Pakistani and radical Islamic elements within the valley do not disturb the peace and order. With this move, the Modi government has given a strong message to the effect that it is clear that it is not going to succumb to the agenda-driven propaganda of the left-liberal cabal and the Modi government will continue to take all possible steps in order to combat the nefarious elements within the valley.
