The arrest of five alleged Urban Naxals ignited a huge controversy. Varavara Rao, Sudha Bhardwaj, Arun Fereira, Gautam Navlakha and Vernon Gonsalves have been charged under the Unlawful Activities Prevention Act (UAPA). They all have been arrested on the basis of evidence collected by the Pune Police following the arrest of 10 suspected members of the banned CPI (Maoist) in the Bhima-Koregaon violence case. The police investigation is not over yet but the cabal has already declared that all the arrest Urban Naxals are innocent and the ‘fascist’ government is arresting them in order to silence ‘voices of dissent.’ However, the evidence suggests a completely different picture. Urban Naxals are not as innocent as they are showing themselves. They are evil-minded people with nefarious agendas hiding behind the mask of innocence. Naxalism movement is still alive because Urban Naxals provide everything to their friends living in the jungle to carry on the violent movement unabated.
According to a One India report, the seeds of the menace called Urban Naxalism was sown in the early 2000s. In a 53-page document titled, “CPI (Maoist)-Urban Perspective” published by Govindan Kutty rolls out methods and strategies to mobilize urban masses.
The document states, “It is very important to penetrate into the military, para-military forces, police, and higher levels of the administrative machinery of the state. It is necessary to obtain information regarding the enemy, to build support for the revolution within these organs, and even to incite revolt when the time is ripe. Other types of technical help are also possible.”
“The cities are the strongholds of the enemy and have a large concentration of enemy forces. It is therefore from the cities that attention must be given to this task. Such work can be done by following up contacts obtained from the civilian sphere, or by directly allocating comrades to penetrate the enemy ranks.” The document further talks about importance of propaganda and raising such issues which could take them closer towards their goal of capturing the power at the Centre. The document lays special emphasis on the importance of intelligence and creating PGA/PLA in the cities to “annihilate individuals of military importance or sabotage actions like the blowing up of ammunition depots, destroying communications networks, damaging oil installations, etc.” The selection of targets and timing of attack would be decided according to overall political and military needs of the Maoists movement.
In order to achieve their agenda, Maoists worked in the direction of setting up a dedicated force of Urban Maoists in cities. In cities, they placed their members in influential positions like in media, academia, film industry etc. Their literature reveals that they were complicit in preparing an urban Naxal force for a very long period of time. These Urban Naxal forces consider the majority community as their biggest enemy. The document states, “An important call of the Ninth Congress is to build a broad UF (Urban Force) of all secular forces and persecuted religious minorities such as Muslims, Christians, and Sikhs against the Hindu fascist forces. Since a large proportion of the minorities are urbanized and since the attacks of the Hindu fascists are as yet mostly concentrated in the cities, this UF has basically been the responsibility of the urban organisation.” The document further says, “The above UF cannot be built merely by uniting some secular individuals on the basis of a political programme. In order to be effective it has to involve the masses, particularly the masses from the minorities. This therefore means that we must have substantial grassroots work among the minorities, particularly the Muslim masses who are the most numerous and the worst victims of the Hindu fascists’ atrocities.” The entire document is full of hatred against Hindus. It demonizes Hindus and portrays them as an aggressor which is not the ground reality.
The Urban Naxals are following their 53-page constitution in letter and spirits. Examples of this can be seen in newspapers, TV debate shows and movies where traditions and customs of Hindus are selectively targeted and attacked. On the other hand, the very same people defend practices of other religions as if they are the devout follower of that religion. All this is done in order to create a rift between minority and majority community and help minority community in persecuting the majority community in every possible way and later bring minority communities into their fold to achieve the final objective of Naxal movement that is to capture power in Delhi through armed rebellion.
The document reads out how to create a soft corner in the hearts of minorities. The document states, “The actual UF organisations would generally be in the form of legal democratic bodies uniting various genuine secular forces as well as organizations of the persecuted minorities. Such organisations should have a programme basically targeting the Hindu fascist organisations and aiming to unite the masses of all communities. We should on this basis conduct propaganda and agitation among both minority and majority sections and attempt to unite the many to isolate and defeat the few Hindu fascist diehards. Booklets and other propaganda aids explaining the organisations’ stands and exposing the fascist organisations’ positions should be used. In areas with a history of communal conflicts, genuine peace committees, mohalla committees, and all- community protection teams should be set up.”
The document further talks about creating issue based front. It reads, “Issue based joint front organisations can also be built. These could be used to fight for the punishment of the perpetrators of pogroms on the minorities, to oppose Hindu communal legislation, to fight against the saffronisation of education, etc. These fronts too should have a mass approach and attempt to widely mobilise secular sections, as well as those most affected.”
“As the Hindu fascists push ahead with their agenda, the task of building this UF becomes all the more urgent. All urban organizations should plan concretely to bring this into practice.”
Their document explains why Hindus are regularly targeted by Urban Naxals and why there is always a constant effort to divide Hindus on the caste, region and linguistic lines. The main agenda of of Urban Naxals is to create a civil war like situation in order to achieve their objective. For them Hindus and organizations working for the causes of Hindus are their biggest enemies. It is no exaggeration to say that in order to throw a democratically elected government and establish a dictatorship, Urban Naxals can even go the extent of annihilating all the Hindus and other disbeliever of their ideology, and they can surely do it after all they are the followers of Mao who killed millions of people to establish communist rule in China and continued his killing drive even after establishing China as a communist state.
Father of Indian Constitution Bhimrao Ramji Ambedkar had warned about the agenda and tactics of Communists. He said, “Their aim seems to be to bring about discontent among the workers as though there was any absence of it, because they believe that with a discontented body of workers, they will bring about a revolution and establish the rule of the proletariat. Therefore, to bring about discontent, they launched upon a systematic campaign of organising disorganisation.”
