PM Modi Calls Tripartite Pact for Eastern Nagaland ‘Historic’, Says It Will Boost Development, Create Opportunities for People

The agreement was signed between the Centre, the Government of Nagaland, and the Eastern Nagaland Peoples’ Organisation

Prime Minister Narendra Modi on Friday called the newly signed tripartite agreement for Eastern Nagaland “historic,” saying it will speed up development and create new opportunities for people in the region.

The agreement was signed a day earlier between the Centre, the Government of Nagaland, and the Eastern Nagaland Peoples’ Organisation (ENPO), which represents eight recognised Naga tribes from six eastern districts of the state.

The aim of the agreement is to fast-track development and ensure inclusive growth in Eastern Nagaland.

In a post on X, Prime Minister Modi said, “This is a historic agreement indeed, which will enhance the development trajectory of Eastern Nagaland in particular. I am sure it will open new avenues of opportunity and prosperity for the people. It reflects our unwavering commitment to peace, progress and inclusive growth in the Northeast.”

The agreement was signed in the presence of Union Home Minister Amit Shah and Nagaland Chief Minister Neiphiu Rio.

As part of the agreement, a Frontier Nagaland Territorial Authority (FNTA) will be created for six districts, Tuensang, Mon, Kiphire, Longleng, Noklak and Shamator. The FNTA will be given powers over 46 subjects, allowing greater local decision-making.

The agreement also provides for setting up a mini-Secretariat for the FNTA, headed by the Additional Chief Secretary and the Principal Secretary.

It includes provisions for sharing development funds for Eastern Nagaland in proportion to the region’s population and geographical area.

The agreement clearly states that it does not affect Article 371(A) of the Constitution of India in any way.

“Today a historic agreement was signed between Govt of India, Govt of Nagaland and ENPO resolving decades-long pending issues of Eastern Nagaland. It is a giant step towards realising Modi Ji’s vision for a peaceful and prosperous Northeast by resolving all contentious issues,” posted Shah on X.

In another post, he said, “The tripartite agreement signed with the ENPO will constitute Frontier Nagaland Territorial Authority and empower it with financial autonomy and improved decision-making for holistic development of Eastern Nagaland. It removes the obstacles to speedier progress of the region.”

The Home Minister added that since 2019, the government has signed 12 major agreements in the North East and stated that while previous governments signed agreements, the PM Modi government ensures they are implemented in both letter and spirit.
