Victory Day Diplomacy: Decoding Putin's Great Patriotic War Invitations

Moscow is preparing to host the grand celebrations marking the 80th anniversary of the Soviet Union’s victory in the Great Patriotic War, with several world leaders expected to attend the event on May 9. The occasion, which commemorates the Soviet triumph over Nazi Germany in World War II, is set to witness the presence of influential figures such as Chinese President Xi Jinping, Brazilian President Luiz Inácio Lula da Silva, and possibly Indian Prime Minister Narendra Modi and former US President Donald Trump.

Kremlin press secretary Dmitry Peskov confirmed Russia’s readiness to host world leaders, stressing the significance of this date in the modern-day geopolitics. He said, “This day symbolizes the defeat of Nazism. And unfortunately, this topic is currently more relevant than ever. If some countries, particularly major ones, decide to share in the joy of this victory with us and celebrate this day with us, we – and especially President Putin – will be pleased to welcome them in Moscow.”

Xi, Lula Confirm Attendance; Modi and Trump’s Visit Likely

Chinese President Xi Jinping has officially accepted the invitation to attend the event, according to Russia’s Ambassador to China, Igor Morgulov. Xi has also invited Russian President Vladimir Putin to attend China’s Victory Day celebrations on September 3. The growing camaraderie between Russia and China has been evident in recent years, with both nations forging stronger political, economic, and military ties.

The President of Brazil, Lula da Silva, has also agreed to attend. A message from the Brazilian government revealed that Lula thanked the organizers for the invitation and confirmed his desire to be present in Moscow on this date.

Meanwhile, reports from Russian news agency TASS suggest that Indian Prime Minister Narendra Modi is highly likely to visit Moscow for the celebrations. The discussions also include the participation of a ceremonial unit from the Indian Armed Forces, which may arrive in Russia at least a month in advance for rehearsals. If Modi confirms his attendance, this will mark a significant moment for India-Russia relations amidst an evolving global order.

The US President Donald Trump has also been rumored to attend, although confirmation at the official level is still awaited. Peskov clarified that President Putin would be willing to invite Trump if he decides to attend the celebrations.

The attendance of global leaders at Moscow’s Victory Day Parade is set to have strong geopolitical undertones. In light of persistent strains between Russia and the West owing to the war in Ukraine, the presence of powerful non-Western leaders asserts Russia’s continuing diplomatic influence irrespective of Western sanctions. The ceremonial assembly of Modi, Xi, and even Trump in Moscow would be seen as a strong gesture towards remodelling world diplomacy.

The fact that this development took place now is especially interesting as there have been ongoing negotiations between US and Russian officials concerning the conflict in Ukraine. There has been a round of discussions in Riyadh in this month already, with India’s contribution toward ushering peace in. During his earlier encounters with both Putin and Ukrainian President Volodymyr Zelenskyy, Prime Minister Modi has insisted on de-escalation and negotiation. If Modi does go, there is a possibility of backchannel talks between the major players on the crisis in Ukraine and demilitarization.

Another critical topic that might be discussed on the sidelines of the cutting of defence budget up to 50 % among the great power. The US President Donald Trump has floated the idea of cutting the US defence budget by 50%, an idea that Russian President Vladimir Putin welcomed as “a good idea.” However, China has rejected the notion, citing national security concerns. With all four leaders of powerful nations (India, Russia, the US and China) possibly sharing the stage in Moscow, discussions on cutting military expenditures for global good and global security may gain momentum.

The Victory Day Parade remains an important event of Russian military tradition, showcasing its armed forces and national pride. The parade involves thousands of soldiers, military equipment, and a breathtaking fly-past by the Russian Air Force. The 80th anniversary will provide Russia with the chance to assert its military power and historical heritage, particularly at a time when it is subject to increased pressure from Western powers.

This year’s parade takes on added importance because not only will it commemorate a historical achievement, but it may also provide a platform for diplomatic interactions between leaders. The fact that world leaders will be attending underlines Russia’s continued influence in world politics and evolved Russian position on the Ukraine war after the coming of Trump to the White House.

The coming weeks will reveal the final list of attendees, but it is clear that the 80th Victory Day celebrations will be more than just a commemorative event—it could be a defining moment in the evolving global order.
