On July 3, the legislative ruling Indian National Development Inclusive Alliance (INDIA) bloc parties elected Hemant Soren, leader of the Jharkhand Mukti Morcha and former Chief Minister, as their leader. Following this, he met with the Governor to stake his claim to form the government in Jharkhand. Hemant Soren is poised to return as the state’s 13th Chief Minister. Earlier this year, in January, Hemant Soren was jailed due to an alleged land scam, prompting his resignation from the Chief Minister post.
Transition of Power
Outgoing Chief Minister Champai Soren announced to the media that the alliance had chosen Hemant Soren as the leader, and he resigned voluntarily. After submitting his resignation to Governor C. P. Radhakrishnan, Champai Soren facilitated Hemant Soren’s claim to form the government. Hemant Soren, along with leaders from the alliance, met the Governor upon his arrival in Ranchi on the evening of July 3. The Governor may invite Hemant Soren to take the oath as Chief Minister on July 4.

Earlier that day, a crucial meeting took place in Ranchi, involving Chief Minister Champai Soren, Congress Party state in-charge Ghulam Ahmad Mir, state Congress president Rajesh Thakur, and all leaders and legislators of the INDIA bloc allies. The alliance MLAs reached a consensus to reinstate Hemant Soren as Chief Minister. Congress MLA from Jamtara, Irfan Ansari, confirmed this decision to the local media.

On January 31, the Enforcement Directorate (ED) arrested Hemant Soren concerning a money laundering case linked to an alleged land scam. Despite these challenges, the alliance’s support remains strong. A JMM MLA, preferring anonymity, expressed hope for Soren to take the oath soon, highlighting that the timing depends on the Governor’s invitation. Hemant Soren will begin his third term as Jharkhand’s Chief Minister, following his previous terms in July 2013 and December 2019.
Hemant Soren’s Strategic Moves
Following his release from jail on June 28, Hemant Soren convened an all-party meeting with MLAs from alliance partners for the first time. Reports indicate that Champai Soren may feel upset about the change, but he could receive a new role as chairman of the INDIA bloc coordination committee in the state or as the executive president of the JMM. In the 81-member Jharkhand State Assembly, the JMM-led INDIA bloc’s strength stands at 45, following the recent Lok Sabha polls. Meanwhile, the BJP holds 24 seats, as two of its legislators were elected as party MPs.
Hemant Soren’s Family and Political Dynamics
After Hemant Soren’s imprisonment, his wife, Kalpana Soren, entered politics and won a by-election in the Gandey constituency, defeating BJP candidate Dilip Kumar Verma by over 26,000 votes. This seat became vacant following the resignation of JMM MLA Sarfaraj Ahmad. Ahead of the meeting on Wednesday, Congress leaders Ghulam Ahmad Mir and Rajesh Thakur met with Hemant Soren to discuss the alliance’s strategy for the upcoming state elections in October.
Reactions and Criticisms
The Jharkhand High Court granted Hemant Soren bail on June 28, stating there were reasons to believe he was not guilty of the alleged offense. His return to the Chief Minister position has sparked various reactions. His estranged sister-in-law, Sita Soren, who joined the BJP and contested unsuccessfully from Dumka, criticized the move, suggesting that merely changing the Chief Minister’s face would not be beneficial. BJP spokesperson Vinay Singh also criticized the transition, alleging it was a facade to maintain power within the Shibu Soren family.
