Ms. Dugga, a 1994-batch AGMUT cadre officer, had quite the gig as the Principal Secretary of Indigenous Affairs in Arunachal Pradesh. But things took a turn for the…let’s say “interesting” when Rinku Dugga and her husband, Sanjeev Khirwar (also a 1994-batch IAS officer), made headlines for all the wrong reasons.

You see, last year, a little video went viral, and it wasn’t your typical cat doing cute tricks. No, this video featured athletes and coaches at Delhi’s Thyagraj Stadium, and they weren’t happy campers. Why, you ask? Because they were unceremoniously kicked out of their training sessions, forced to pack up by 7 pm. Why? So that Mr. Khirwar, Delhi’s Principal Secretary of Revenue, could saunter in with his furry friend for a leisurely dog-walking session. Talk about a paw-some priority!
But that’s not the end of our saga. After the whole stadium uproar, things had to change. Mr. Khirwar got his ticket to Ladakh with a transfer, leaving the stadium in peace. As for IAS officer Rinku Dugga, she found herself packing her bags and heading to Arunachal Pradesh as the Principal Secretary of Indigenous Affairs.
Now, here’s where it gets spicy. The government, in all its wisdom, decided it was time to give Ms. Dugga a taste of her own medicine. They reached deep into their rulebook, specifically Fundamental Rules (FR) 56(j) and Rule 48 of Central Civil Services (CCS) Pension Rules, 1972. These rules basically say that if the government thinks it’s in the public interest, they can give a government servant the boot. And that’s precisely what they did!
