Bihar government revokes the ill-conceived holiday circular

They say, never start a war that you cannot win. It seems that Nitish Kumar, the Chief Minister of Bihar, learned this lesson the hard way. The Bihar Education Department recently withdrew its controversial circular regarding the reduction of festival holidays in Bihar government schools, following impending protests by Bihar government teachers who were already furious with the incumbent CM for various issues.

On 29th August, the Bihar Education Department issued a notification announcing the reduction of festival holidays between September and December from 23 to 11. Additional Chief Secretary KK Pathak issued the notification, stating that it aimed to “improve the school education system” in Bihar.

However, this decision triggered a storm of protests. Teachers, opposition leaders from the Bharatiya Janata Party (BJP), and concerned citizens voiced their discontent. The primary point of contention was that the reduction disproportionately targeted Hindu festivals, including the renowned Chhath Pooja.

The uproar against the 29th August notification was swift and widespread. Teachers and opposition leaders quickly mobilized to challenge the decision. They argued that the move was not only discriminatory but also arbitrary.

Examining a situation escalating beyond control in state Nitish’s Government on 4th September, the Bihar Education Department made a U-turn, withdrawing the notification that had cut down the number of festival holidays in bihar government schools.

In their latest notification, the Education Department stated that the 29th August notification had been withdrawn with immediate effect. This decision was undoubtedly a relief for those who had been opposing it vehemently.

Bharatiya Janata Party MP from Begusarai, Shandilya Giriraj Singh, was one of the vocal critics of the initial decision. He pointed out that the Education Department of the Bihar Government had canceled holidays on Durga Puja, Diwali, and Chhath Puja. He expressed concerns about the possibility of further restrictions on Hindu festivals, saying, “Tomorrow, they may impose Sharia and ban Hindu festivals altogether.”

The teachers’ association of Bihar, known as the ‘Educators of Bihar,’ also strongly condemned the holiday reduction decision. They labeled it as dictatorial and demanded its immediate reversal. Their statement emphasized the significance of holidays in maintaining work-life balance for teachers and students alike. They warned that if the department did not act, they would unite in protest, potentially shaking the foundation of the state government.

The controversy surrounding the reduction of festival holidays in Bihar highlighted several important issues. Firstly, the lack of consultation and transparency in decision-making processes within the Bihar Education Department became evident. Many stakeholders, including teachers and students, felt that their concerns and opinions had been completely ignored.

Secondly, the perceived bias in targeting specific festivals raised questions about religious freedom and fairness. The fact that only Hindu festivals were affected by the initial notification led to accusations of religious discrimination, which added fuel to the protests.

Lastly, the swift reversal of the decision demonstrated the power of collective action and the importance of democratic processes. When the public unites to voice their grievances and demand change, it can lead to a reevaluation of government decisions.

The Bihar Education Department’s decision to withdraw the controversial holiday reduction notification was a significant victory for the teachers, opposition leaders, and concerned citizens who stood up against it. It served as a reminder that government actions should always be in the best interest of all citizens and that any decision that affects people’s lives should be made with careful consideration and inclusivity.

This incident also underscored the importance of open dialogue and engagement between the government and its constituents. The Bihar Education Department’s reversal of the controversial holiday reduction decision reflects the power of public outcry and the need for fair, transparent, and inclusive decision-making processes in government. It also highlights the importance of protecting religious freedom and ensuring that government actions do not discriminate against any particular community.
