AFSPA re-imposed in Manipur after several months!

The situation in Manipur is far from calm, and recent events have forced the state government to take drastic measures. Months of unrest culminated in a gruesome incident that shook the entire region. The murder of two Meitei students, whose images spread like wildfire on social media, triggered intense protests, pushing the government to reintroduce the Armed Forces Special Powers Act (AFSPA) in Manipur.

In response to the prevailing law and order situation, the Manipur government made a significant decision. They declared the entire state a ‘disturbed area’ under the AFSPA for a six-month period, excluding certain areas like the capital, Imphal, and those under the jurisdiction of 19 police stations. The government’s notification cited the ‘violent activities of various extremist/insurgent groups’ as the reason for involving the Armed Forces in civil administration across the state.

The spark that ignited this chain of events was the kidnapping and brutal killing of two students from the Meitei community by suspected armed men. When photographs of the victims’ bodies surfaced on social media, it ignited fresh protests. Students took to the streets, demanding justice, and attempted to march towards Chief Minister N Biren Singh’s residence. This turmoil followed the recent lifting of a nearly five-month ban on mobile internet services in the region.

The government’s notification also emphasized the necessity of assessing the ground situation thoroughly, especially considering that security forces are currently preoccupied with maintaining law and order. Reviewing the ‘disturbed area’ status before reaching a conclusion on this sensitive matter would be premature, the government stated.

Moreover, the government acknowledged the potential resistance and public criticism that might arise due to the declaration of the ‘disturbed area’ status if not handled carefully. In response, they announced the maintenance of the status quo in the declared areas.

Regarding the recent killings of the two students, Phijam Hemjit, aged 20, and Hijam Linthoingambi, aged 17, Chief Minister Biren Singh assured that action would be taken against the perpetrators. The case has been handed over to the Central Bureau of Investigation (CBI), and a team led by the agency’s special director, Ajay Bhatnagar, has already arrived in Imphal to investigate the matter.

The situation in Manipur is undeniably troubling, with tensions running high and the reimplementation of AFSPA serving as a stark reminder of the persistent unrest in the region. The brutal murder of the two students and the subsequent protests underscore the gravity of the challenges faced by both the government and the people of Manipur.

As the CBI steps in to investigate the tragic incident, it is hoped that justice will be served, providing some measure of closure to the affected families and the wider community. However, the path to stability and peace in Manipur remains a complex and challenging one, with ongoing tensions and a fragile peace that can be easily disrupted.

The decision to declare the entire state a ‘disturbed area’ under AFSPA is indicative of the serious security concerns that persist in certain regions. It underscores the need for a comprehensive and sustainable approach to address the underlying issues and build lasting peace in Manipur. It remains to be seen how the government’s actions and the CBI’s investigation will impact the situation and whether they will ultimately lead to a resolution of the ongoing unrest in the state.

In the midst of these challenges, the people of Manipur continue to hope for a brighter and more peaceful future, where they can live without fear and uncertainty. It is a hope that remains elusive but not entirely out of reach, provided that all stakeholders work together to find common ground and lasting solutions to the complex issues that have plagued the region for far too long.
