Tapan Deka, the new IB Director, and Samant Goel, the continuing RAW chief – two extraordinary professionals

India is continuously fighting both internal as well as external enemies. Multiple terrorist attacks, internal disturbances, and new age information warfare have forced the country to build a net of intelligence and information around the world to assess and react timely to the potential threat. Intelligence units provide the requisite information which helps in preventing any threat before the execution and keeps the integrity of the nation intact. So to lead the two most courageous units of the country, two internal extraordinary professionals have been appointed.

The Order of the Appointment Committee of the Cabinet dated 24 June 2022 has approved the appointment of Shri Tapan Kumar Deka, Indian Police Service (Himachal Pradesh Cadre 1988) as the director of the Intelligence Bureau (IB) for a tenure of two years. Further, the committee also approved the extension in service of Shri Samant Kumar Goel, Indian Police Service (Punjab batch 1984) as secretary, Research & Analysis Wing (R&AW) for a period of one year.

Tapan Kumar Deka – Master of Internal Security

Tapan Kumar Deka is originally from Tezpur, Assam. Before joining the Indian Police Service, he was the active leader of the All Assam Students’ Union (AASU) which lead to constant agitation against the illegal immigration from Bangladesh to Assam.

Master of internal security, Tapan Deka has experience in leading many counter-terrorism operations like the United Liberation Front of Asom (ULFA) during 1993-2001 and was the head of the national anti-terror wing of the IB during 2006-12. His experience in counter-terrorism operations, especially related to religious radicalization will help the country to fight Islamist terrorism.

Samant Goel

Samant Goel, an Indian Police Service officer of the 1984 batch from the Punjab cadre was instrumental in executing many offensive operations against terrorism in recent times. Samant Goel oversaw the execution of “Operation Sunrise” in Myanmar against the Arakan Army, an insurgent group in Myanmar, who were opposed to the Kaladan multimodal transit transport project.

The other biggest operation under his leadership was the February 2019 Balakot Air Strike to avenge the Pulwama terror attack. Also, the surgical strike in 2016 after the Uri attack was under his leadership. Mr. Geol is considered a Pakistani expert in the R&AW.

Further, he has conducted many external intelligence operations in Germany, Canada, and the United Kingdom against Khalistanis. On one occasion, he tried to poach the existing assets of the UK’s intelligence service MI5 in order to track the Khalistanis’ activities in England.

When the country is fighting against both Islamist & Khalistanis terrorists both in India as well as in the world, the appointment of Mr. Samant Goel and Tapan Kumar Deka as R&AW & IB chiefs respectively will bring the synergy in dealing with the common enemy.
